ORGANISATIONAL CONTEXT:
-The United Nations World Food Programme (WFP) Zimbabwe works in partnership with the Government of Zimbabwe, humanitarian and development actors, the private sector, and local communities to address immediate food needs while supporting long-term solutions to hunger and malnutrition.
-WFP’s portfolio in Zimbabwe is guided by its Country Strategic Plan (CSP 2022–2026), which aligns with national development priorities and the United Nations Sustainable Development Cooperation Framework.
The CSP focuses on four key areas:
-Crisis Response: Providing emergency food assistance during critical periods such as the lean season, with a focus on protecting lives and livelihoods, particularly in response to climate shocks like droughts and floods.
-Resilience Building: Supporting communities to strengthen food systems, improve agricultural productivity, diversify livelihoods, and build resilience to climate change through integrated rural and urban programmes.
-Nutrition Improvement: Addressing malnutrition, particularly among children, pregnant and breastfeeding women, and people living with HIV, while promoting healthy diets and social behaviour change.
-Capacity Strengthening: Enhancing the capacity of government institutions to manage food security and nutrition programmes, social protection systems, and emergency preparedness and response.
-WFP Zimbabwe is a key partner in supporting the Government’s Food Deficit Mitigation Strategy (FDMS), advancing localization through partnerships with local organizations, and driving innovation in digital solutions, youth empowerment, and private sector engagement. WFP continues to deliver life-saving assistance and invest in long-term, sustainable food security solutions for vulnerable Zimbabwean communities.
This position is based in Harare and reports to the Head of Programme.
THE ROLE
To support the effective and efficient planning, utilization and monitoring of funds for programme activities, enabling WFP’s operations to use funds strategically and compliantly while supporting operational needs.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
-Support the development and maintenance of the CO's funds management structure within the Programme Unit.
-Monitor fund allocations and expenditures, ensuring timely commitment and utilization in line with donor requirements and WFP guidelines.
-Coordinate with Activity Managers, Finance, Supply Chain, and Resource Management to align budgets with implementation plans and funding availability.
-Support Activity Managers in the timely preparation of project budgets, Budget Revisions (BRs), and Implementation Plans (IPs)
-Monitor expenditure trends against Implementation Plans and provide early warnings of over/underspending.
-Liaise with the Resource Management, Activity Managers and Finance teams, as needed, to support fund status reporting.
-Prepare regular and ad-hoc funds utilization and planning reports.
-Other as required.
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: At least one year of postgraduate progressively responsible professional experience supporting the effective and efficient planning, utilization and monitoring of funds for programme activities.
Language: Fluency (level C) in English language and the duty station’s language, if different.
DESIRED EXPERIENCES, KNOWLEDGE AND SKILLS
-Experience performing basic analytics and presenting the information to meet various audience needs.
-Experience in preparing, managing and reporting on operational budgets/funds management and performance and willingness to strengthen skills.
-Some experience in working with large datasets, extracting information from them in an easy to interpret manner.
-Adequate analytical skills and resourcefulness, initiative and have learned tact in devising solutions to current and potential operational issues.
-Understanding of information and financial data, as well as programmes planning, and how those support the implementation of operations.
-Understanding of operational planning and business processes, rules and procedures and how to apply them consistently in the implementation and support of programme interventions
-Ability to meet tight deadlines
-Ability to work patiently and tactfully in a team, with people of different backgrounds and expertise, to deliver as one toward common operational goals.
-Ability to coordinate effectively and establish good collaboration with other functional areas.
