Purpose of this position
Purpose of this Specialist position is to contribute to attainment of the DCA country programme objectives through provision of leadership in baselines, impact and outcome evaluations, feasibility studies, development of results chains/log frames, learning and sustainability plans, documentation and linking evidence-based research to inform subsequent country level programming.

Position Summary
The role of the Monitoring and Evaluation Specialist will be to provide broad technical and strategic support, advice, and oversight on country level monitoring, evaluation, learning and accountability to the DCA Country programme. The M & E Specialist will work closely with the M&E Manager to prepare relevant documentation for the Danida Review, conduct data quality assessments for DCA partners and strengthen the monitoring, evaluation and learning framework for various DCA partners.

Duties and Responsibilities

-Provide support to the M & E Manager in developing Capacity Development Plans for DCA partners, prepare required documentation for the Danida Review;
-Undertake partner data quality assessments to ensure that they are in line with developed MEAL plans;
-Participate in implementing the result based M&E plan to generate regular information related to the progress of the program implementation;
-Participate in designing data collection tools, templates, and assist in regular data collection or generation process;
-Assist in tracking the project's output and outcome level results on the periodic basis in close coordination with the project's implementing team as well as with Implementing Partners (IPs);
-Support the M&E in providing technical support to staff members for all M&E related activities including training of staff members on M&E concepts, skills, and tools;
-Assist in reviewing field-level partner reports; Work with the project team to prepare periodic reports of the project by providing M&E related information;
-Work closely with the project team and relevant stakeholders for monitoring and evaluation of project interventions;
-Carry out other duties and responsibilities related to M&E as assigned by the supervisor.

Qualifications and Experience

-BSC Degree Monitoring and Evaluation or higher, Development Studies or any other related Social Sciences degree with a sound knowledge in designing and implementing M&E tasks.
-Minimum of 5 years proven experience in a similar scope and environment.
-Good interpersonal, communications, and facilitation skills.

-Analytical knowledge including knowledge of Microsoft applications.
-Good written and spoken English.
-Practical and theoretical knowledge in programme monitoring and data collection methods including interview techniques.
-Demonstrate attention to detail, ability to follow procedures, meet deadlines and work in a team setting and function in a culturally diverse work environment whilst delivering desired results.
-Comfort and ability to talk to and interview project participants while professionally representing DCA.
Self-starter and ability to work with minimum supervision.
