City of Mutare is a statutory body that was established in terms of the Constitution of the Republic of Zimbabwe (Amendment 20 of 2013, Chapter 14 Section 274 and the Urban Councils Act, Chapter 29:15) and is charged with the responsibility of providing services to the residents in its area of jurisdiction. City of Mutare comprises 19 wards represented by 19 elected Councillors and 6 proportional representation Councillors.
