Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We work in over 60 countries, offering assistance to people based on need, irrespective of race, religion, gender or political affiliation. MSF Operational Centre Brussels is looking for a: Regional Logistic Support for Southern Africa. OPERATIONAL CONTEXT Mid-2019, OCB (Operational Centre Brussels) launched a reform in support of the projects aiming at providing more autonomy to the projects. Southern Africa missions (Mozambique, Zimbabwe and South-Africa) have been chosen as first pilot and an innovative and transformational approach will be implemented in 2020 in the region. This unique set up will promote more autonomy for the projects by:
  • increasing responsibility and competences at the project level
  • reducing the responsibility of the today’s national coordination teams who will transition towards ad-hoc National Support Teams.
Main objectives As a member of the RST, the “Regional Logistic Support Southern Africa” will be the 1st line consultation for the projects on Log issues & will adopt a role of coach towards them to guarantee the projects can be as autonomous as possible. He/she will assist in leading and animating a regional team while supporting the projects and safeguarding coherence of the OCB operations in the region. Specific objectives of the post
  • Provide support to the Project Log teams (and to national Log Support Functions) by adopting the posture of a coach rather than a supervisor
  • Promote and maintain the autonomy of the Log team at the project’s level
  • Animate the network of Logs in the region
  • Identify the needs and constraints of the Log activity in the region
  • Build and monitor a broad overview of logistics EPREP needs in the region both in terms of People and Technical solutions
  • Adapt kits and strategies when necessary and assist the Supply functions in identifying appropriate suppliers and contractors
  • Act as the main link between the Log Support Unit in Brussels and the Project Logs
RESPONSIBILITIES
  • Promote a network approach within the Logs in the region (use virtual meeting tools) linking the projects together and linking similar roles in the region
  • Assist in logistics related strategy developments
  • Mentor and coach the National support and Project Logs
  • Map share and mobilize logistics related skills in the region
  • Be the Log rescue role: to ensure continuity of services to operations only when necessary
  • Ensure optimal use of community of practice/ Sherlog platforms for technical troubleshooting and problem solving
  • Optimize regional sharing of information, experiences, ideas, successes and failures
  • Advise promote and encourage creative and diverse solutions
  • Advise the Operations department on necessary Logistics implications. Act as auditor and quality control advisor
REQUIREMENTS Education
  • Essential degree and specialization in Logistics desired
Experience
  • Minimum 5 years MSF experience
  • Minimum 2 years of successful experience as a Logistic Coordinator
  • Work experience in the Southern Africa region is an asset

Languages
  • English proficiency is mandatory; Portuguese is an asset
CONDITIONS
  • Expected starting date: July/August 2020
  • 2 years contract (extendable)
  • Position based in Harare (Zimbabwe)
  • Proximity with the projects and hence travel within the SnA region is required
