Job Title: Principal / Senior Human Resources Officer (Training & Development)
Grade: 7/6
Location: Human Resources & Administration
Reports To: Director Human Resources & Administration
Job Description
- Identify training and development needs within Parliament through job analysis, appraisal schemes and regular consultation with managers, supervisors and staff:
- Design and expand training and development programmes based on the needs of the organisation and the individual:
- Plan and assess the ‘return on investment’ of any training or development programme;
- Develop effective induction programmes for new staff and student attachés;
- Monitor and review the progress of trainees;
- Conduct appraisals and devise individual learning plans;
- Produce training materials for in-house development programmes;
- Manage the delivery of training and development programmes;
- Evaluate training and development programmes;
- Ensure that statutory training requirements are met; and
- Performs any other human resources duties as assigned by the Director of Human Resources
Minimum Qualifications and Personnel Specifications
- Honours Degree in Human Resources Management, Psychology, Social Sciences or equivalent.
- IPMZ Diploma in Training Management or equivalent
- In-depth knowledge and competence in IRBM facilitation is a distinct advantage
- 5 “O” Levels, including English Language and Maths
- Five years relevant experience in a public training institution
- Effective communication and presentation skills
- Ability to work under pressure with minimal supervision
