Reports To: Director Human Resources & Administration


Job Description


  1. Identify training and development needs within Parliament through job analysis, appraisal schemes and regular consultation with managers, supervisors and staff:
  2. Design and expand training and development programmes based on the needs of the organisation and the individual:
  3. Plan and assess the ‘return on investment’ of any training or development programme;
  4. Develop effective induction programmes for new staff and student attachés;
  5. Monitor and review the progress of trainees;
  6. Conduct appraisals and devise individual learning plans;
  7. Produce training materials for in-house development programmes;
  8. Manage the delivery of training and development programmes;
  9. Evaluate training and development programmes;
  10. Ensure that statutory training requirements are met; and
  11. Performs any other human resources duties as assigned by the Director of Human Resources


Minimum Qualifications and Personnel Specifications

  • Honours Degree in Human Resources Management, Psychology, Social Sciences or equivalent.
  • IPMZ Diploma in Training Management or equivalent
  • In-depth knowledge and competence in IRBM facilitation is a distinct advantage
  • 5 “O” Levels, including English Language and Maths
  • Five years relevant experience in a public training institution
  • Effective communication and presentation skills
  • Ability to work under pressure with minimal supervision
