FUNCTION: Heifer International is seeking a Food Security Technical Coordinator (FSTC) for a USAID-funded food aid and market systems-oriented livestock project in Zimbabwe. The FSTC will be charged with ensuring that all of the technical sectors work together to create multiplier effects across and between sectors. The FSTC will also ensure that overall technical implementation quality remains consistent and of high quality among all of the sub-awardees and implementation locations in the award. The FSTC will have demonstrated experience in developing—and ensuring quality control over—technically rigorous food security activity integration and collaboration. RESPONSIBILITIES & DELIVERABLES Contribute to overall technical leadership and oversight in the domains of food security to achieve the results of the project and responsible for establishing and managing systems to ensure cohesion across all technical sectors in the activity
  • Successful results at project end (annually)

  • Ensure technical interventions are integrated, layered and sequenced appropriately at all levels of implementation within the FFP activity
  • Representation in technical meetings.
Contribute towards the timely delivery of all project results and delivery of reports as well as strong compliance with USG funding regulations;
  • Appropriate, compliant and timely documentation and dissemination of key results and deliverables for maximum project impact and business development internally and with donor
In collaboration with the Community Visioning Lead and Project Staff, the incumbent will lead any necessary adaptation to the technical approach of activities in order to address challenges articulated by participants in their journey to realize development aspirations.
  • The iterative strategy is developed and implemented throughout the life of the project to ensure beneficiary needs are recognized and met.
  • In collaboration with Project Staff, engage communities in sustained participatory learning throughout the life of the program to guide any necessary adaptation to the program and address challenges articulated by project participants in their journey to realize development aspirations.
In partnership with Project Staff, ensure ongoing learning and feedback mechanisms are integrated into the project.
  • Learning feedback loops are properly fed into and utilized by the technical field staff
Minimum Requirements:
  • A master’s degree in development studies, international relations, agriculture, nutrition, public health, business administration, or a related field, plus six years of relevant experience is required OR an advanced degree (PhD or Master’s) plus a minimum of five years relevant experience, OR a Bachelor’s degree and a minimum of seven years of relevant experience is required
  • Skills in participatory learning and action and facilitating collaborative problem-solving
  • The ability to foster commitment and build capacity among activity staff and in-country actors to ensure gender and youth integration and empowerment;
  • In-depth understanding of food security programming.
  • In depth knowledge of the local operating environment and local diet in Zimbabwe. Ability to speak Shona or Ndebele highly desireable.
Most Critical Proficiencies:
  • Excellent troubleshooting and problem-solving skills;
  • Understanding of the local context in Zimbabwe and/or the region
  • High level of maturity, good judgment, flexibility and integrity of character;
  • Demonstrated ability to implement systems and procedures and the ability to effectively communicate these to program/technical staff in order to ensure their compliance;

  • Excellent interpersonal relationship skills, including demonstrated leadership and team-building with staff and partners at all levels;
  • Develop an understanding of and become a strong proponent of Heifer’s s Values-Based Holistic Community Development (VBHCD) throughout her/his tenure as FSTC.

  • Constant face-to-face, telephone and electronic communication with colleagues and the general public.

  • Ability to manage and execute multiple tasks with little supervision while meeting sometimes inflexible deadlines
