Welthungerhilfe is one of the largest German non-governmental Organisations in development co-operation and emergency relief. Primarily in cooperation with local partner Organisations, our task is to contribute to the improvement in nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.

Welthungerhilfe together with Community Technology Development Organisation and Agricultural Partnerships Trust are implementing a programme titled, Matabeleland Enhanced Livelihoods Agriculture and Nutrition Adaptation (MELANA) under the UNDP managed Zimbabwe Resilience Building Fund ZRBF001-2016. The overall objective of the project is to contribute to increased capacities of communities, to protect development gains and achieve improved well-being outcomes in the face of shocks and stresses. This will be achieved through improving the absorptive, adaptive and transformative capacities of at-risk communities. The project is operational in Nkayi, Bubi, Umguza districts of Matabeleland North and Umzingwane district of Matabeleland South province.

Position summary

Welthungerhilfe seeks to engage a Deputy Head of Project who will be responsible for giving oversight to the programming activities in the four districts. He/She will take responsibility for managing all aspects of the project including all planning, stakeholder relations, budget planning, field coordination, M&E and report writing.

Job description

Duties and Responsibilities - Support Project Implementation : Develop and oversee implementation of the project strategy, ensuring that technical and administrative standards are adhered to; Provide support to staff and stakeholders to ensure quality programming and efficiency in implementation; Ensure data generation, data management, and data protection together with the MEAL team; Conduct regular field assessments to ensure the program is moving towards achieving set objectives and providing the recommendations for programme change as necessary; Maintaining regular communication with the Head of Project on project planning and progress; Develop high quality project reports; Develop and lead project impact studies; Ensure the operationalisation of a sound feedback system including the sharing of beneficiary complaints on a monthly basis; Represent the MELANA project with UNDP and at Key Stakeholder Fora; Cooperate with relevant stakeholders;Lead coordination between MELANA and other ongoing projects by WHH and partner organizations; Develop and lead the project exit strategy in coordination with Government and other Implementing Partners; Security tasks: Report all security relevant issues and information to the Security Officers and the Management; Timely disseminate security information and reports to staff, including those of COVID-19 guidelines.

Qualifications, skills and experience required

Master’s Degree in Agriculture, Development/Humanitarian Studies, Disaster Risk Reduction/International Relations/Environmental Studies; Must have at least 5 years’ experience in food security programming/cash programming or food and nutrition security, 2 of which should be in an International NGO; Familiarity with the humanitarian architecture/cluster system/CHS is essential. Should have an understanding of international Food Security and development and relief issues and national WASH issues; Proven experience of integrating gender and diversity issues into food security programmes is a must; Proven Assessment, analytical and planning skills.

Diplomacy, tact and negotiating skills; Training/counterpart development skills; People management skills; Ability to work well under pressure and in response to changing needs; Experience in report writing is essential; Ability to drive motor vehicle, willingness to travel at short notice and to work in difficult circumstances; Good communication skills and ability to work well in a team. Good working knowledge of MS Office and modern telecommunication systems (telephone, fax, e-mail, internet); Knowledge of Ndebele is an advantage.
