Development of Youth Electoral and Political Reform Position Papers (6): Youth Forum Zimbabwe (YFZ)
Deadline: 10 September 2021 (COB)
Duration of assignment: 6 Months
Reports to: Director
Purpose
The purpose of this consultancy is to develop solid and concrete position papers on attendant topical youth election issues for an election related project. The papers will be shared with the Ministry of Justice, Legal and Parliamentary affairs, Zimbabwe Election Commission (ZEC) and Parliament of Zimbabwe amongst other critical stakeholders. The consultant will be expected to work together with Youth Coalition Cluster on Electoral Reform during the development and publication of the position papers. During a period of 6 Months, YFZ proposes to produce of monthly youth electoral position papers, translating to six papers on emerging and developing issues.
Background
In Zimbabwe the youth continue to be marginalised in local reform electoral processes both at local and national level and sadly there is a glaring lack of coordination by the youth to actively advocate for reforms. Despite youth making up over 60 percent of the population, their voices continue to be muted and continue to be thwarted in the electoral and political reform processes. There seems to be a lack of coordinated local and national platforms to mobilise, organise and amplify their voices on electoral reforms. To ensure meaningful youth participation by the youth, YFZ seeks to produce position papers on attendant electoral and political related issues in order to help push for electoral and political reforms before the 2023 general elections.
Objectives
The objectives of this assignment is: To improve youth issue based engagement with government agencies and Chapter 12 institutions
Roles of the consultant
The consultant is expected to: Collaborate with the Youth Coalition on Electoral Reform to gather their view and concerns on electoral and political issues; Develop a bi-monthly youth electoral position papers that would provide key demands and alternative ideas to government; Submit a draft bi-monthly position paper for review by YFZ; Submit a bi-monthly final draft position paper for review and validation by the Youth Coalition on Electoral Reform.
Scheduling
This assignment should commence on 21 September 2021.
Payment

Consultant technical requirements
The organisation requires the effort to be carried out by a consultant with the following expertise: Appropriate qualification in Law, Political Science, Public Policy, Elections, Development, or closely related field; At least 3-5 years demonstrated knowledge and experience in conducting consultancies of a similar nature; Strong understanding of the youth sector and structural issues hindering meaningful youth participation in Zimbabwe; Clearly stated references for related works previously performed.
