Position Title: USAID Project Management Specialist - Open to USEFMs ONLY ((Field Coordinator) Only open to USEFMs)

Duties and Responsibilities

The USAID Project Management Specialist (Field Coordinator) EFM position will be in the Economic Growth Office, which houses the Feed the Future, Environment, and Local Works portfolio. The position will contribute to achieving the objectives of the Agency’s Localization policy and Private Sector Engagement Modernize Initiative through engagement with the youth population of Zimbabwe that makes up more than 60 percent of the country’s position.

The position will also oversee the Economic Growth Office stakeholders’ consultations in the field, and in consultation with the Development & Outreach Communications team, develop communication materials on youth and stakeholder interventions. Additionally, the incumbent maintains contacts with both public and private institutions, such as partners, NGOs, contractors, private companies, and donors, as well with USAID’s DDI/LFT Hub and other USG agencies.

Qualifications and Experience

A minimum of 5 years of progressively responsible economic empowerment, resilience building or locally led development experience. Prior experience working with or for bilateral or multilateral donors/stakeholders such as the World Bank, United Nation agencies, or national-level public sector projects ensuring compliance with U.S. Government rules and regulations is required. Prior experience in stakeholder and/or youth engagement, and implementation of youth empowerment programs or promoting locally led development is required.

Minimum of a Bachelor’s degree in social sciences, International Development, Development Studies, Economics, Business Studies, Entrepreneurship Development, Workforce Development, Animal Sciences, Crop Sciences, Soil Sciences, Horticultural Sciences or any related qualification.

LANGUAGE: Level 3 (Good Working Knowledge) of English Speaking/Reading/Writing required.

The incumbent must have proven ability to communicate quickly, clearly, and concisely both orally and in writing in English. Demonstrated ability to make oral presentations logically and persuasively to Office and Mission Leadership is required.

SKILLS AND ABILITIES: The incumbent must be able to carry out his/her duties independently and proactively, with minimum supervision. S/he must possess critical thinking skills and problem-solving capabilities, an ability to analyze complex data, and to synthesize and communicate findings for a variety of audiences. The incumbent must have the ability to conduct independent and collaborative research on technical subjects to advance USAID’s learning agenda and to inform strategy, program and activity management and development. S/He must have an ability to understand and apply complex regulations, policies, and procedures to numerous program situations. Attention to details and strong organizational and management skills are required. The ability to establish and maintain contacts with high-level counterparts in relevant host-government, private sector, civil society organizations is required; the ability to communicate clearly and effectively, both orally and in writing, is necessary. The ability to obtain, analyze, evaluate, and interpret data and to prepare precise, accurate, consistently formatted, and complete reports is required. The ability to recognize significant developments and trends from collected and consolidated data and to use it to strengthen program planning and performance is required. Computer skills and the ability to use word processing, spreadsheet, PowerPoint, Google docs, and other software applications needed to conduct analysis and prepare quality reports (e.g., Word, Excel, and PowerPoint) is required. Excellent teamwork and interpersonal skills are required given that the incumbent will perform many coordinating functions within the team, with colleagues in other offices, and with external implementing and host country partners.
