ORGANIZATIONAL CONTEXT
In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems. The Plan articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP is supporting informed decision making on food security and nutrition in Zimbabwe, and integrating nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP is establishing new partnerships and leveraging existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.

Duties and Responsibilities

Technical Support
-Support the government and the insurance industry in identifying capacity needs to develop sustainable climate risk insurance schemes, products, and delivery channels.
-Work with government and private sector players to identify sustainable models for the integration of insurance (ie linkage to input programs, access to credit in the rural sector, social protection, access to market interventions, etc)
-Lead on ARC Replica-related internal activities including selection of risk transfer parameters that define the insurance policy, updating operational plans, developing final implementation plans, coordinating ARC Replica implementation, and ensuring the CRF and implementation reports are availed.
-Contribute to aligning the different climate risk management tools including anticipatory action, micro and macro-insurance implemented by WFP Zimbabwe, and support the government to adopt a risk-layered approach where the combination of risk financing instruments are appropriately structured.

Implementation Support
-Act as the primary resource for the risk transfer components i.e. micro and macro-insurance for Integrated Climate Risk Management and Arc Replica
-Coordinate and manage technical assessments for the risk transfer work stream.
-Support all interactions with risk transfer experts at the regional and global levels.
-Facilitate dialogue among key actors in climate risk insurance, leveraging existing platforms and establishing new ones as needed.

Monitoring, Reporting, Advocacy, and Administrative Tasks.
-Ensure that the risk transfer components are adequately and effectively integrated into the M&E plan and system, including impact evaluation.
-Review reports from contracted service providers to ensure timely delivery of insurance activities.
Provide regular reporting progress of activities and potential management issues to the CRM Lead at the Country Office level.
-Support the development of reporting and communications material on risk transfer.

Qualifications and Experience

-Education: Advanced University degree in Economics, Finance, Agriculture, Disaster Risk Management, Insurance, or First University Degree with additional years of related work experience and/or training/courses.
-Language: International Professional: Fluency in both written and oral English Language and knowledge of at least 1 local language.
-Experience: Al least 1-year port graduate and professional experience in climate risk insurance, financial services, agricultural credit, and financing. Experience in the establishment of partnerships with public and private sector actors is highly desirable.
