Deputy Registrar, Human Resources

Duties and Responsibilities

Duties
Key Accountabilities:

Managing and coordinating staff recruitment and selection processes;
Building a focused, hardworking and disciplined team;
Crafting and reviewing Human Resource Management policies in liaison with Heads of Departments;
Ensuring compliance with University policies, Labour Laws and other related legislations;
Monitoring payroll administration, compensation and reward systems;
Managing the administration of promotions, staff development, staff training, induction, advancement and retention policies using best practice;
Managing the performance management system and coordinating staff performance appraisals;
Managing and coordinating implementation of high-performance work systems, staff welfare and wellness programmes;
Compiling, analysing and reporting periodic human resource data and statistical trends;
Providing guidance and updates to Management on staff disciplinary matters;
Liaising with Unions and Staff Associations and relaying their grievances to Management;
Preparing and managing annual HR budgets, bids and controlling of such expenditure;
Supervising the Safety, Health and Environment unit to ensure a safe and enriching work environment;
Providing secretarial services to Works Council, Senior Management meetings, Selection Boards and other University Committees;
Any other duties as assigned by the Registrar.

Qualifications and Experience

A Bachelor’s degree in Social Sciences or equivalent;
A Master’s degree in HR, Strategic Management, Administration or equivalent;
An earned doctorate is a distinct advantage;
Possession of a professional qualification and membership to a relevant professional body;
At least five (5) years post-qualification experience in managing human capital of a large organization towards high performance is a requirement;
Knowledge and understanding of Payrolls and HR Data Management Systems is a requirement;
Successful applicants should demonstrate maturity, resilience, high integrity, high energy levels, excellent written and oral communication skills, good interpersonal and organizational skills and should be self-propelled, with the ability to multitask and motivate staff.
