Vehicle Licensing Manager
MAIN PURPOSE OF THE JOB:
To coordinate the vehicle licensing operational processes, as well as attain revenue set target. The purpose of this job exists to coordinate the vehicle licensing operational processes, as well as attain revenue set target.
Key Responsibilities
Administer and enforce the Vehicle Registrations Licensing Act CAP13:14, Road Traffic Act CAP 12:11, Finance Act CAP on Presumptive Tax, and enforce compliance Analyse revenue collection reports from the Licensing Controllers and recommends appropriate revenue collection strategies
Recommend appropriate actions and Strategies to effectively collect revenue through agents Analyse revenue collection exception reports and take corrective action Analyse the motor vehicle compliance rate and find ways of increasing compliance
Implement revenue enhancement measure to increase vehicle licensing compliance rate (Blitz Operations, Discounts and mobile licensing)
Recommend setting up offices in areas where ZINARA is not represented to reduce compliance costs
Implement strategies to increase ZINARA points of presence to reduce commission related costs
Identify system revenue leakage and take appropriate action. Compile weekly, monthly, quarterly and Annual Reports as required by the Revenue Operations Director Maintain effective communication with agents and Systems Developer Identify all manual processes and recommend for automations
Carry out regular checks on vehicle licensing facilities to ensure proper functioning of systems and other critical operational equipment
Recommend creation of system users and their access rights in terms of their roles in the Vehicle Licensing System Recommend and implement approved ICT system solutions
Develop and review SOP in line with best practices
Investigate complex system problems and proffer solutions
Control and identify system changes on the Ice Cash E-Toll card top up system
Conduct periodic system checks to identify any sources of revenue leakages for corrective measures
Craft the departmental budget in keeping the annual procurement plans
Identify Vehicle Licensing needs for preparing budgets and compiling business plans
Monitor performance per given period against targets set and analyse variances for Revenue Operations Director's action
Allocate Operational Resources (Face Value Paper etc) to all Zinara offices and Agents Analyse variance between budget and actual expenditure and take corrective action
Implement IRBM performance management system within the Department
Identify training needs of staff and recommend appropriate training and coaching where necessary
Identify and investigate any deviations from set processes and procedures for corrective action
Ensure that the licensing controllers' duties are performed in accordance with ZINARA policies and procedures and render assistance in the performance of their work as needed
Develop and maintain Risk Registers
Create and maintain a system challenges register. Implement risk and audit recommendations Ensure adherence to policies and processes
Keep stakeholders informed of critical operational changes and developments
Attend stakeholder meetings in relation to Vehicle Licensing, VID, ZRP, etc
Maintain conducive environment for stakeholders to freely interact on matters of vehicle licensing (blitz).
Qualifications
5'0" Level including English and Mathematics/Accounts
2 A' Levels or Equivalent
Degree in Accounting, Banking & Finance, Business Studies or Economics
Master's degree or Professional course added advantage.
Experience
Four (4) years as Licensing/Tolling controller or management position in revenue collection environment.
