Background of the programme:
Girls' education is crucial for the socio-economic development of any country and its citizens. In Malawi and Zimbabwe, adolescent girls, young women, and other vulnerable children encounter a complex and intrinsically linked range of material and psycho-social challenges at individual, household, school and community, policy and system level that negatively affect their education. These include poverty, child marriage, gender-based violence, unequal gendered distribution of unpaid care and domestic work among girls and discrimination.
Oxfam Southern Africa’s Transforming Education, Transforming Lives project in Malawi and Zimbabwe improves education access and outcomes for adolescent girls, young women, and other vulnerable children by combining the provision of practical support (e.g. bursaries learning materials, sexual and reproductive health/ gender based violence clinics) and psycho-social and peer support (e.g. mother groups, girls’ clubs), addressing harmful social norms through targeted community awareness raising, and collaborating on local and national level referral systems and advocacy activities.

As we reach the peak of the project’s life cycle, we intend to document success stories and showcase meaningful impact the project has made in the lives of the targeted households. It is against this background that Oxfam in Zimbabwe seeks to showcase the successes achieved under the project and document the successes in short videos and high-resolution photographs that can be easily shared with the donors and the general public.

Specific tasks for the service provider/ consultant
With the assistance of the project team, produce short videos (5) and pictures showing the achievements and socio-economic impacts of the following initiatives in Zvishavane district focusing on
1. Rights holder Showcase - Young Girl with Bicycle: A learner who has been supported by the project through bicycle distribution. The story will capture her story, how the bicycle has impacted her life, and any improvements in her access to education or socio-economic opportunities.
2. Financial Literacy and Start-up Kits for Learners: A learner who has been supported with financial literacy management training and the provision of start-up kits. Show how this support has empowered the learner, improved her understanding of financial matters, and aided in establishing a sustainable venture.
3. Awareness Campaign with Male Champions: Develop visual content highlighting the support men are playing in highlining the importance of girls’ education. Show case how these men are championing and advocating for prioritising girls’ education, change, promoting gender equality, and supporting the project's goals in the community.
4. Parental Feedback on the Project: Document feedback from parents of learners who have participated in the project. Capture their perspectives on the impact of the initiative on their children, families, and the community as a whole.
5. Traditional Leaders' Endorsement: Record feedback from traditional leaders regarding the program. Show their support, insights on the project's efficacy, and how they perceive its influence on the community. Highlight their role in endorsing and sustaining the project's objectives.
Deliverables
The consultant will provide:
1. 5 edited short videos (Drafts). Final short videos with translation by-lines where necessary.
After review of the first drafts by Oxfam, service providers are expected to submit the final versions of the 5 short videos.
2. Translated transcripts of interviews using a form that will be provided.
3. A folder of 30 high-resolution soft copy photographs (JPEGS)
4. Properly filled consent forms for ALL documentary subjects, including separate forms for each child. (Oxfam would only use photographs of mothers with a child, not individual pictures of children).
Methodology
-Production of short videos should follow a participatory approach where views of implementing teams, rights holders, learners, and stakeholders in the district are incorporated. Timeframe
-The assignment will be completed over a period of 15 days.
Equipment for the task
-Oxfam will neither purchase nor provide any equipment towards the production of the short videos and photographs. All equipment (preferably state of the art, high definition) needed to complete the task shall be provided by the service provider. The service provider is required to share an itemised list if equipment at his/her disposal.
-Logistical support
-Oxfam will cater for the transport and accommodation expenses while documenting these activities. -Oxfam will facilitate meetings between service providers with rights holders, learners and stakeholders and with identification of investments, interventions, and impact to be documented.
-Copyright.
-All materials produced from the production of the short videos and shooting of photographs shall remain the property of Oxfam.
-Service providers CANNOT use the produced material in any capacity without receiving in writing prior approval from Oxfam.
Qualifications and experience of consultants:
• The service provider should have at least a bachelor’s degree in communication, media studies or equivalent.
• Should have extensive experience in producing development work related short videos and documentaries for organizations with the aim of reaching out to both local and international audiences.
• Must have a minimum of five years in videography, photography, producing documentaries and short films.
• The service provider should have state of the art high-definition filming equipment.
• Ability to adhere to deadlines and flexibility.
• Ability to work in multilingual environment.
• Should have valid registration certificates with the relevant authorities.
• Should have a USD bank account.
• Demonstrable evidence of ethical content-gathering techniques and knowledge on gender and safeguarding issues.
• Evidence of similar work previously done would be an added advantage.
Selection criteria
Reservation and Confidentiality
• Oxfam reserves the right to withhold all or a portion of payment if performance is unsatisfactory if work/output is incomplete, not delivered, or for failure to meet deadlines.
• In the event of the producer ending the contract before delivering all agreed-upon products, a portion of the payments shall be returned to the Oxfam Office.
• The contractor undertakes to maintain confidentiality on all information that is not in the public domain and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment.
• The Contractor shall refrain from promoting any political or religious beliefs in the video which is the subject of this contract.
Application procedure
Service providers who meet the above qualifications and experience should submit a technical proposal and a budget indicating payment terms in a bid document. The technical proposal should include the methodology as well as a portfolio of relevant previous works in links preferably using google drive. Maximum of 3 videos and 5 pictures in portrait orientation. Submitted applications will be selected based on the following criteria

Technical evaluation - Knowledge and experience on project documentation and at least three years of engagement in media and communications); a deep understanding of the nonprofit landscape will be an added advantage. Key skills include proficiency in sound design, photography, videography, editing, translations, and storytelling, with an emphasis on creating impactful, emotionally engaging content. They should be adept at working with various media formats, from social media clips to documentaries. Positive References are needed. Consultant’s vision aligned with Oxfam values. (45 Points)

Tax and VAT arrangements
Oxfam will deduct 30% withholding tax from the consultancy fees if the consultant has no tax certificate which in conformity with the prevailing government rates and submit the same to the Government. The consultant will be entitled to a copy of the tax submission certificate upon request.
