Dimensions of the Role
The TB/ HIV/ RSSH Program Specialist position will lead clinical and community-based HIV and TB programs, collaboratively working with the MOH, local partners, sub-recipients, civil society organizations and other private and public sector stakeholders to develop, prioritize and actualize an intermediate, short and long term road map and operational plan that will optimize national, county and district level program implementation in order to achieve grant goals and objectives.
The TB/ HIV/ RSSH Program Specialist will utilize proven approaches based on the latest scientific evidence, updated normative guidance to achieve all tasks for which it is accountable. As a senior member of the team, the TB/ HIV/ RSSH program Specialist will document and record all best practices, opportunities and lessons learnt while technically leading the organization’s knowledge exchange programs and the MOH’s county and district level clinical/ health provider mentor programs.
The position of TB/ HIV/ RSSH Program Specialist requires an excellent understanding of HIV and TB guidelines, demonstrable expertise in Global Fund RSSH principles and guidelines, prior experience with community led monitoring and healthcare quality management. A command of national health policies, international strategies, and community-based approaches related to TB, HIV and RSSH is also essential for success in this role.
Accountabilities
Technical and Advisory
Provide technical guidance and implementation support to the TB/HIV Officer, RSSH Officer, sub-recipients and service providers.
Ensure quality implementation across the various modules and interventions including TB, HIV, TB/HIV prevention, diagnosis, treatment, and care, and RSSH interventions, including community systems strengthening.
Develop strategies to foster meaningful partnerships with technical partners in Liberia on key areas of HIV/AIDS control under the program including case detection, treatment, and prevention interventions and assist the project team in preventing doubling of efforts with other partners for HIV/AIDS control to maximize efficient use of resources available for control.
Prepare reports, technical correspondence, presentations, analysis, and updates for the COP and DCOPs, as required for technical meetings on TBHIV/AIDS/RSSH.
Support the team in accomplishing impact through the Global Fund project by identifying opportunities and addressing underlying challenges to strengthen community-based response to TB and HIV in Liberia
Activate relevant teams for project implementation across all modules of the Global Fund TB/ HIV/ RSSH grant, including collaboratively working with individuals and teams from MOH (all levels), SRs, SSRs, SPs and CSOs in a cordial manner to achieve all grant objectives.
