job Description

The Senior Technical Advisor, Health Workforce, will address health workforce retention challenges in Zimbabwe, particularly for healthcare workers crucial to providing maternal, newborn, and child health services. The role involves working closely with the MOHCC to identify and address workforce development and retention needs, contributing to innovative training programs, and supporting the government in testing staff retention strategies. This leadership role requires strong communication skills, analytical abilities, and effective project management.

Duties and Responsibilities

-Deliver technical assistance in human capacity and workforce development with government partners.
-Operationalize Zimbabwe’s new national HRH policy and strategy, establishing feedback loops for continuous improvement.
-Conduct Human Resources for Health (HRH) situation analyses to identify challenges in retention across provinces.
-Update and use HRH information systems for analysis and decision-making.
-Assist MOHCC in developing a formal retention strategy based on situational analysis results.
-Develop and test MNCH capacity strengthening and staff retention strategies in project areas.
-Ensure project's capacity development tools reflect local context and are of high quality.
-Monitor implementation of workforce development and retention activities, serving as a technical resource to project personnel.
-Contribute to program learning, evaluation activities, and progress reports.

Qualifications and Experience

-Graduate degree in management, human resources development, public administration, organizational development, or related field.
-Minimum seven years of senior-level experience in health workforce initiatives in sub-Saharan Africa.
-Background in health systems strengthening, health workforce, or health financing.
-Knowledge of organizational development models and instructional design methodologies.
-Strong analytical skills and ability to use HRH data to address staffing and retention gaps.
-Experience building partnerships with government representatives, civil society organizations, and donors.
-Proficiency in Microsoft Word, Excel, PowerPoint, and Internet applications.
-Exceptional written and verbal communication skills in English.
-Ability to work independently on complex projects in a fast-paced environment.
-High attention to detail and strong problem-solving skills.
-Willingness to travel.
