-Responsible for drafting a procurement plan for all civil works projects in collaboration with the PMU procurement team, establishing a work-plan, planning supervision and monitoring of all infrastructure projects under implementation by the GF PMU;
-Arrange and conduct site assessment, pre-tender site visits when required to confirm the feasibility of the sites and inform the preparation of the ToR for respective procurement process;
-Provides timely support to procurement processes including guiding the technical team on the preparation of the ToR to inform the solicitation documents ( RFQs, ITBs or RFPs), review and input on those; and providing technical support to the evaluation process as panel member;
-Supports the development of quality submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP), Regional ACP and assist in answering any query/request from clarification that might arise;
-Review the designs, drawings and the BoQs of all projects implemented by UNDP and ensure that they comply with the technical standards and the local market prices;
-Supports the development and implementation of Key Performance Indicators to monitor the performance of suppliers as per the contracts milestones and provide regular consolidated reports for efficient contract management while anticipating risk-informed decisions.
-Ensures effective monitoring and supervision of infrastructure projects ensuring the highest levels of quality and value-for-money:
-Responsible for reviewing infrastructure oversight and monitoring plan/tool and update the same weekly, using weekly and monthly reports submitted by Contractors and other field visit reports; eDBhreW D3J5qj
-Responsible for effective oversight of contract management done by UNDP PMU Engineers team of all GF PMU infrastructural contracts in collaboration with the PMU procurement team;
-Monitors the timely review and certification of works submitted by Contractors and evaluated by PMU technical team, to ensure validation for timely payment to contractors;
-Liaise with relevant units within the PMU on timely processing of payments to contractors and suppliers;
-Guide the technical team on the review of for all proposed additional works / amendments (volume, design and cost) and validates before sending for approval of Senior Management; and liaise with PSM to ensure contracts are amended accordingly after approval, supporting as necessary for approval to be granted by respective Procurement Committee.
Provide Quality assurance as it pertains to evaluation, design, implementation, monitoring and reporting on all infrastructure Projects.
Ensures effective site supervision and quality control of all infrastructure projects, reporting regularly to the Head of Programmes, Operations Manager and Head of PMU;
-Monitors the progress of projects at all phases of their implementation and handover and report on anomalies to the Head of Programmes, Operations Manager and Head of PMU;
-Guides the preparation and accompanies in site site handover before and after works and report to the Head of Programmes on any anomalies;
-Monitors the progress of all works projects and make random visits to the sites to check the progress against delay and quality of the work in support of daily site supervision conducted by site engineers.
-Ensure constant monitoring and analysis of the operating environment for infrastructure works:
-Develops and maintains comprehensive risk management logs for all civil work projects as appropriate;
-Maintains a comprehensive price index for key construction materials for all regions of Zimbabwe for precise cost estimation;
-Conducts routine market surveys and pre-qualification of Contractors to ensure updated supplier databases in collaboration with PSM team;
-Conducts performance evaluation for all conducted civil works and maintains scores in centralized database;
-The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
-Advanced university degree (master's or equivalent) in Civil Engineering or other related Engineering field is required. Or
-A first-level university degree (bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
-A minimum of 7 years (with master's degree) or 9 years (with bachelor's degree) of relevant work experience in the area of health infrastructure project development/design and management in a multi-cultural setting, of which 2 years should preferably be in UN Agencies;
-Demonstrated experience in health infrastructure and civil works, procurement and contract management;
-Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems as ERP;
-Experience in quality control and certification of civil works;
-Knowledge of Auto CAD and/or Project Architect;
-Work experience from a developing country.
-Professional Certificates: Certification in Project Management is required or evidence of professional experience in health infrastructure contracts management.
