The Programme Policy Officer: Operations Coordinator will oversee high-level operational planning and coordination of WFP Zimbabwe’s activities, ensuring effective collaboration with stakeholders and local partners to enhance food security and resilience among vulnerable communities.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
-In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems. Our CSP articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP Zimbabwe supports informed decision-making on food security and nutrition and integrates nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero-hunger action throughout the plan.

With the growing need for coordinated support to drive operational performance, WFP seeks a qualified individual to coordinate field operations, both in-country office with related functional areas as well as with various field offices, working directly with the Leadership team to enhance operational efficiencies, identify probable issues that may hinder our effectiveness, support in problem analysis and solution identification as necessary, as well as provide coordinated resolution per activities assigned.

Duties and Responsibilities

The Programme Policy Officer: Operations Coordinator will report to the Deputy Country Director with key responsibilities including:
-Provide high-level operational planning and coordination of CO Programme activities, ensuring that our stakeholders, i.e. government, donors and the people we serve are central to our planning and implementation.
-Work in close collaboration with functional units and Field Offices to frame, coordinate, and implement cross-functional activities, prepare briefing documents, updates on the operational context, activity implementation and funding needs.
-Liaise as needed with other UN agencies, working groups, NGOs, and cooperating partners in support of coordinated country office implementation activities.
-Engage with local stakeholders partnering with WFP (such as Cooperating Partners) to ensure standards are continuously adhered to.
-Conduct frequent field visits to ensure quality standards are maintained and ensure that agreed-upon milestones as well as integration in programme implementation is attained.
-Map and review as well as establish processes, procedures and protocols for CO operations in line with evolving operational needs and priorities.
-Work with local stakeholders in identifying where assistance can be usefully employed at the local level and ensure the provision of support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).
-Engage with beneficiaries, and inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
-Contribute to the development of country strategies, policies, and programmes to ensure that local needs inform country-wide planning.
-Communicate all concerns pertaining to Risk Management to the relevant functional areas and management
-Any other duties as required.
