Description of Organization: This position is located in PIA. PIA is responsible for directing the Agency’s program and resource planning to shape overall strategic investments and performance. PIA coordinates processes, conducts analyses, supports the establishment of Agency development and humanitarian policies in close coordination with the independent Office of Policy (POL), and connects related issues across the Agency to promote coherence. The priorities of PIA necessarily shift according to changes in leadership priorities, new research, fluctuating trends in global development, and sudden challenges or crises. Despite shifting substantive priorities, the work of PIA can be grouped into three broad categories: Agency development and humanitarian policy planning and coordination, policy implementation, and research and data analysis to inform those functions and country or sub-national planning.
Description of Position: PIA seeks a uniquely qualified candidate with extensive subject matter expertise in advanced data analysis techniques and People’s Republic of China (PRC) political and social science to lead PRC analytical initiatives within PLR. The Senior PRC Analytics Advisor serves as a technical expert on PIA’s Analytics Team, which fosters data-informed policy formulation, regional and country-level strategic planning, and learning through the use of high quality contextual data; produces Agency-level data resources; and provides tailored analytical support to USAID Bureaus and Missions.
The incumbent will undertake the following major duties and responsibilities:
-Coordinates the scoping, execution, and delivery of analysis relating to the impact of PRC global investments and activities on development outcomes.
-Establishes processes needed to ensure quality and efficiency of operations and capture of institutional knowledge and processes.
-Provides technical direction on PRC-related analytical needs, including but not limited to scoping and prioritization of analytical requests, selection of appropriate quantitative methods, interpretation of empirical analysis, review for accuracy and clarity of analysis, representation of results to senior leadership, and development, production, and maintenance of relevant data products.
-Serves as an Agency expert on the application of development data and evidence to relevant policy and strategy.
-Performs complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of USAID.
-Acts as an activity manager and/or an Agreement or Contracting Officer’s Representative (A/COR) as necessary and in relation to contracts associated with accomplishing the work of the unit.
-Conducts and oversees policy research and develops policy recommendations on Administration and Agency priorities and/or politically sensitive U.S. positions.
-Leads or coordinates tasking from working groups, develops summaries/evaluations of options, and forges consensus on recommended actions. Prepares a variety of documents such as analytical reports, dashboards, briefing materials, decisions memoranda, correspondence, and other documents related to the area(s) of assignment.
-Performs other related duties as assigned
-Must be a U.S. citizen.
-You must meet the FSL years of experience of requirements to qualify for this position and grade.
-You must meet the education requirements listed in this FSL qualification standards to qualify for this position
-Must be eligible to obtain and maintain a Secret-level security clearance.
Demonstrated experience in the following areas is strongly preferred:
-Application of advanced analytical methods and prior experience with a variety of datasets related to international development, with a geographic focus on China.
-Extensive experience in the use of data management and visualization software and with common scripting languages such as R or Python.
-Strong written and verbal communication, with proven experience communicating complex technical information to a variety of stakeholders.
-Experience leading or managing stakeholder engagement, preferably in the US interagency.
