This position is located in Zimbabwe, Harare Country Office. The incumbent reports to the Head of Procurement or their designated representative. The incumbent works with a high level of autonomy and provides guidance to junior staff to ensure the delivery of effective procurement services, including planning, organization, coordination, and the establishment of objectives.
Oversee the development, monitoring, and review of NFI procurement plans, ensuring cost-effectiveness across all processes, and propose alternative management solutions when necessary.
Develop best practices for NFI procurement to enhance tracking and accountability systems.
Ensure timely updates of all contracts and payments through the creation of an effective tracking system and improved coordination with dedicated staff.
Contribute to the development of food procurement plans and processes, ensuring compliance with broader food procurement policies and WFP standards.
Support or manage procurement programs and operational activities (e.g., issuing tenders, evaluating offers, negotiating and awarding contracts) in accordance with standard procedures, contributing to the successful procurement of food commodities and related services.
Monitor and analyze data and market trends to provide recommendations for process improvements.
Compile data and assist in preparing accurate, timely reports on procurement activities to provide a comprehensive WFP-wide perspective, enabling informed decision-making and ensuring consistency of information for stakeholders, leading to optimized performance.
Collaborate closely with internal counterparts and external partners, including suppliers, contractors, and companies, to align procurement activities with broader programs and ensure a coordinated approach to meeting food assistance needs.
Assist in training WFP staff to adopt a strategic and proactive approach to the procurement of food commodities and services, including designing and reviewing training materials.
Provide guidance and supervision to junior staff, serving as a point of reference and supporting them with complex analyses and queries.
Adhere to standard emergency preparedness practices to ensure WFP can rapidly respond and deploy food and necessary goods and services to affected areas in the event of a crisis.
Serve in an assigned emergency response capacity as needed to address emergency food assistance requirements.
Participate in and support monthly food planning meetings and the Integrated Resource Management meetings.
Contribute to the preparation of the annual Regional Food Sourcing Plan.
Assist in mobilizing procurement colleagues from Country Offices and Headquarters to prepare a consolidated presentation for demand planning meetings.

Duties
Advanced University degree in Procurement, Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience
A minimum of three years or more of professional experience in procurement and the management of public or government funds, with a background in conducting cost analyses and working with vendors and/or partners, along with additional supervisory experience.
Experience in the international development or humanitarian sectors is advantageous. Proven experience in supervising staff, delegating tasks, coordinating work, and ensuring the timely delivery of high-quality outputs.
Knowledge & Skills
Knowledge and understanding of the supplier network and business requirements to effectively select vendors who meet the established criteria.
In-depth knowledge of procurement systems, the Corporate Operating System, and tools to conduct various analyses and generate reports that inform decision-making.
Proficiency in establishing and managing small contracts or portions of larger contracts that maximize the value WFP derives from its engagements (e.g., cost, efficiency, and quality).
Ability to produce high-quality written materials, including visually-driven presentations, reports, and reference documents.
Capability to engage with leaders and external stakeholders with professionalism, maturity, and tact.
Ability to work effectively in a team and build strong working relationships with individuals from diverse national and cultural backgrounds.
Exceptional organizational and coordination skills, with a strong ability to collaborate with various teams.
Strong time management skills, including the ability to plan, anticipate needs, challenges, and obstacles, manage competing priorities, and meet tight deadlines.
Excellent problem-solving skills, attention to detail, and a strong sense of accountability and ownership of processes.
