-The Chief Medical Officer leads engagement efforts to investigate ways to better protect USAID staff, the Agency's facilities and developing policies to help reduce the spread of COVID-19 and other communicable diseases among the USAID workforce.
-Expert consultant providing advice and guidance on undefined issues and elements for programs essential to USAID's operations, such as major public health programs of national and international scope and impact.
-Coordinates on critical interdisciplinary issues and emerging technical priorities and technical policy development to implement policies and initiatives that plan for and respond to major health issues impacting operations and/or personnel.
-Actively engages in stakeholder consultations to incorporate the latest and most contextually appropriate knowledge into agency approaches to advance the objectives of operational readiness, specifically occupational health readiness and response.
-Works to improve knowledge, skills and abilities of staff throughout the Agency to implement health practices and protocols to keep the work environment safe.
-Leads development of guidance, advice, tools, and resources to implement preventive aspects of medicine as applied to the worker and in relation to the work environment.

Qualifications
Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.
This position has a specialized experience and a positive education requirement. Transcripts are required.
An active US medical license is also required.

Specialized Experience: GS-15: In addition to the education requirement, you MUST have completed 5 years of residency training in the specialty of the position to be filled or equivalent experience and training equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (A) Supervisory Physician experience with direct involvement with managing, developing and coordinating a comprehensive clinical, preventive, and public health approach to health programs. (B) Develop and implement guidelines, standards, policies, and procedures. (C) Demonstrate knowledge in supervisory and budget management principles in order to effectively recruit and manage a diverse staff, achieve Agency objectives and manage resources. (D) Develop and implement data collection and evaluation activities to perform program evaluation. Provide guidance, advice and expertise in a team environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Education
This position has a positive education requirement, therefore transcripts are required.
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Additional Requirements for Grades GS-12 and Above: For GS-14 - 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training. FOREIGN DEGREE EQUIVALENCY EVALUATIONS: If you are applying and using education completed in foreign colleges or universities to meet the degree requirement, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
