OBJECTIVES OF THE PROGRAMME:
NCDs- mainly cardiovascular diseases, cancers, chronic respiratory diseases and diabetes - are the biggest cause of death worldwide. The objective of the Programme is to strengthen national efforts to address the burden of NCDs. The66th World Health Assembly endorsed the WHO Global Action Plan for the Prevention and Control of NCDs 2013-2020 (Resolution WHA66.10). The Global Action Plan offers a paradigm shift by providing a road map and a menu of policy options for Member States, WHO, other UN organizations and intergovernmental organizations, NGOs and the private sector which, when implemented collectively between 2013 and 2020, will attain 9 voluntary global targets, including that of a 25% relative reduction in premature mortality from NCDs by 2025.

Duties and Responsibilities

-Support the Ministry of Health, other relevant ministries, departments and agencies to develop, implement, monitor and assess comprehensive and integrated policies, strategies and plans for the management of the main NCDs (cardiovascular diseases, diabetes, cancer, chronic respiratory diseases and sickle cell diseases) including Oral health, Eye and ear Health, Violence and Injuries and NCD risk factors;
-Provide technical support for the development of guidelines to promote use of community-based approaches, affordable strategies and technologies for the delivery of quality care services including primary, secondary and tertiary prevention;
-Provide technical assistance to the country for the prevention and control of NCDs and their risk factors integrated into national health policies and strategies, and, beyond the health sector;
-Support the country capacity building and provide technical assistance and advice to the Ministry of Health and its partners to develop, implement and evaluate strategies and action plans for the prevention and control of NCDs in line with the NCDs Global Action Plan 2013-2020;
-Forge partnerships and networks to enhance multi-disciplinary and multi-sectoral collaboration to address NCDs and their risk factors in the country;
-Contribute to resource mobilization for WCO technical support to the country using existing mechanisms at country level; Support data collection, research and information dissemination and use for policy and programme development, advocacy and awareness-raising on NCDs and their risk factors;
-Work closely with the national authorities and other partners, and liaise with WHO technical staff in the -Regional Office and Headquarters when necessary;
-Prepare technical and administrative reports and presentations as required;Perform any other tasks/duties as assigned by supervisors.

Qualifications and Experience

Education
-Essential: University degree in Medicine or public health or related field from an accredited/recognized institute.
-Desirable: Postgraduate degree in Epidemiology or health programme management.

Experience
-Essential: At least five (5) years of professional experience in implementing NCD and their risk factors prevention and control programme at provincial or national level.
-Desirable: Working experience with the WHO or other international experience as well as a minimum of 3 years of working experience in large public health projects would be an asset.

Skills:
-Ability to develop innovative approaches, demonstrate analytical and problem- solving skills; statistical, monitoring and evaluation skills; ability to lead policy level dialogue, advocacy and partnerships to tackle NCDs and their risk factors Broad knowledge and experience on NCD prevention and management as well as, coordinating, training, NCD surveillance, monitoring, and/or evaluation. Good communication skills. Ability to interact with health professionals at various levels. Capacity to work strategically and under tight deadlines on a results-oriented basis. Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct. Computer skills - Knowledge of Word processing, spreadsheet and data analysis, browsing and information searching on the internet.
