UNICEF Zimbabwe is inviting applications for a national individual to conduct a comprehensive peer review of the Administration section and HACT (Harmonized Approach to Cash Transfers) processes within UNICEF. The peer review aims to identify good practices, gaps, and challenges, and provide actionable recommendations to enhance efficiency and effectiveness.
BACKGROUND

UNICEF Zimbabwe is looking for a passionate and committed consultant. Under the supervision of the Operations Specialist (Risks and Compliance) the candidate will be responsible for strengthening risk assurance and compliance efforts in the context of a large-scale country office. He/She will be responsible for providing support and monitoring related to compliance with organization policies and procedures. He/she will manage the coordination of the compliance check and Efficiency of processes.
The purpose of this consultancy is to conduct a comprehensive peer review of the Administration section and Implementing partnership processes within UNICEF Zimbabwe in addition to identify areas of improvement for streamlining SOPs. The peer review aims to identify good practices, gaps, and challenges, and provide actionable recommendations to enhance efficiency and effectiveness.
1.Administration Section Review:
•Evaluate the current practices in asset management, vehicle management, assets on loan, travel.
•Assess compliance with UNICEF's administrative policies and procedures.
•Identify areas for improvement and provide recommendations for enhancing administrative efficiency.
2.HACT Processes Review:
•Assess compliance with UNICEF's Programme Implementation Handbook in relation to Selection of implementing partners, submission and documentation and timeliness of the Programme Document Development.
•Identify gaps in the current HACT processes and provide recommendations for improvement.
3.SOPs review and efficiency:
•To assess the current SOPs and Identify redundancies and areas for streamlining and improvement.
This assignment will consist of 50 working days spread over two and half months between (15 August 2025 and 31 October 2025)
Education:
-Bachelors degree in Financial management, Accounting, Social Sciences, or other related discipline is required.
Experience:
-At least 4 years of professional work experience at national and/or international level in Compliance and internal controls, preferably within an international organization such as the UN or other international development agencies.
Desirable
-Previous work with UNICEF/other UN agencies or other national, regional or international institution (public or private)
-Knowing of HACT framework is an asset
Language requirements:
Fluency in English is required
