Position Summary
The Monitoring and Evaluation Officer is responsible for the development and implementation of an appropriate and effective program monitoring and evaluation system for tracking progress towards meeting goals of the strategic plan in line with donor and stakeholder requirements. This will lead to quality delivery of the project across areas of implementation and increase accountability.

Duties and Responsibilities

-Design and facilitate the implementation of project specific monitoring and evaluation systems, including electronic databases, and the production of periodic status reports to report accurately in line with stakeholder expectations.
-Collect and collate monitoring and evaluation data to produce periodic thematic reports that will be used for generation of publications and donor reports.
-Manage the associated computerized databases to ensure maintenance of up to date and accurate information.
-Develop and or adapt weekly markets, post distribution monitoring and resilience building monitoring tools that will capture critical indicators that will measure the impact of the project as laid out in the Log frame.
-Provide weekly and monthly analysis of market trends and prices i.e., statistical reports and commodity tracking.

Workplan and log frame tracking and advise management whenever necessary.
-Ensure all project monitoring and evaluation activities are implemented timely and in accordance with donor requirements and standard quality.
-Conduct required data analysis and present information to support in decision making.
-Production of monthly reports including monthly narrative, cash distribution report, complaints report, stakeholder brief and DCA internal report.
-Makes recommendations relating to work-processing approaches and procedures which would lead to more efficient programs & systems design.
-Keep up to date with trends in the monitoring and evaluation of cash-based transfers through DCA learning related platforms, journals, attending relevant trainings and self-directed study.
-Keep up to date with donor requirements for the implementation of the project.
-Perform other duties related to the job, as may be assigned by the supervisor.

Qualifications and Experience

-BSC Degree in Monitoring and Evaluation, Statistics, Development Studies or any other related Social Sciences degree;
-Minimum of 4 years proven experience in a similar scope and environment; Good written and spoken English, Shona and Ndebele;
-Practical and theoretical knowledge in program monitoring and data collection methods including interview techniques;
-Quantitative skills including knowledge of basic statistics and mathematics; Proficiency in Microsoft office applications including Excel and Word is required.
-Skills in other programs such as Access and statistical packages is also desirable and strong familiarity with SPSS, KOBO and database applications are mandatory;
-Demonstrate attention to detail, ability to follow procedures, meet deadlines and work in a team setting and function in a culturally diverse work environment whilst delivering desired results;
-Comfort and ability to talk to and interview project participants while professionally representing DCA; -Self-starter and ability to work with minimum supervision.
