JOB TITLE: LIVELIHOODS OFFICER

JOB PURPOSE
The Livelihoods Officer is responsible for implementing all technical programs/ interventions undertaken by World Vision. The Livelihood Officer will be responsible for developing work plans, planning, implementation, evaluation and reporting of all livelihood activities under his/her supervision. The position will specifically work to enhance technical and implementation knowledge and capacity of communities, agricultural and value chain groups, businesses, the Department of Agriculture and other program partners to implement a series of activities designed to increase the resilience, income and stability of the target households and hence combating the negative livelihood strategies in vulnerable communities. The Livelihoods Officer will perform the designated tasks to achieve programmatic objectives and demonstrate a quality of excellent work standards that is an example to others.

Duties and Responsibilities

Planning, Facilitation and Management:
-To work with the Programme teams and AME teams to understand the market and community dynamics within which the targeting and implementation of the livelihood interventions will be conducted
-To participate in designing technical assessments
-To support the project management team in making weekly work plans and field visits
-To ensure the quality and efficiency of all fieldwork done relevant to CBR aspects of projects.
-Support in providing technical support, training and guidance on best practices for the proposed project as related to sustainable livelihoods and youth employment interventions.
-Facilitating the quality and relevance of the project’s livelihood activities to promote sustainable livelihoods activities for vulnerable communities including urban and rural communities.
-In collaboration with district teams facilitate the project team, including partner staff, and others to ensure that all interventions consider the holistic needs and capabilities of all affected populations, youth, and disabled and support their protection and development.
-Develop and implement livelihood activities and raise anything to adjust according to the context
-Preparing a tool for market monitoring during the implementation of the project
-Complete deliverable to specification and within the timeline
-Provide required information to relevant parties as dictated by contract and procedures
-Identify best practices and lessons learned
-Put a clear strategy of the change that will be made by the intervention in the areas.
-Contribute to the preparation and checking of BoQs for livelihood-related activities and make sure it is accurate and clear.

Community Support & organization:
-Supporting the project beneficiaries in the establishment of, or strengthening of, nonformal or functional literacy and numeracy programs, technical vocational education, livelihood and enterprise development opportunities, that provide targeted support and opportunities to youth.
-Facilitate the design, monitoring and evaluation of activities aimed at the economic strengthening of households and communities to reduce reliance on child labour.
-Facilitate community engagement on the project based on humanitarian principles
-Oversee cash, and other market-based modalities to achieve project objectives

Documentation and Reporting
-Report project progress ensuring goals and objectives are achieved within approved budgets.
-Facilitate a market-based agricultural approach, including analyzing value chains and linking the private sector to targeted farmer groups and communities to improve agriculture production, agribusinessand marketing of food crops and facilitate access to price information and connect farmers to markets by creating linkages between farmer groups and the private sector.
-Prepare monthly, quarterly and annual reports promptly

Inclusion and Integration
-Perform day-to-day program activities and ensure that in all interventions, there is an explicit inclusion and expectation of promoting the active engagement of youth at all stages of the project cycle, and building leadership capacity.
-Demonstrate child protection standards, core values and gender inclusion and integration in the food assistance project
-Identify training needs and facilitate training for the community.
-Identify and recommend other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.
-Ensure beneficiaries are treated with respect and dignity

Qualifications and Experience

-A degree in agricultural marketing, agriculture economics or other agriculture discipline with work experience in rural and urban agriculture and or marketing and agribusiness.
-At least three years experience working with agricultural production and rural agribusiness.
-Ability to conduct assessments, especially agriculture systems, technology, markets and products assessments and use market data for decision-making.
-Demonstrate abilities as a motivator, mobilizer, mover, networker, and escalated oral and written presentation skills.
-Good understanding of food security concepts and livelihood programming.
-Computer skills, particularly with online web applications and Microsoft Excel necessary.
-Ability to work independently with little guidance and to report effectively on project progress.
-Ability to represent World Vision in key stakeholder meetings, on telephone calls, and at food security, livelihoods and Environmental management forums required.
-Willingness to work in rural areas.
-Must be a committed Christian, able to stand above denominational diversities.
