LEGAL OFFICER – DRAFTING

The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body mandated to ensure a level playing field for the provision of safe, reliable, and sustainable energy supply through effective regulation.

ZERA is seeking to engage the services of a highly competent, professional, and results-oriented individual who can contribute to taking the organisation to a higher level in the role of Legal Officer – Drafting.

Duties and Responsibilities

Key Job Functions
The successful candidate will be responsible for the following duties:
-Drafting and reviewing legislation, regulations, and related legal frameworks.
-Monitoring legislative developments and updating existing laws accordingly.
-Conducting legal training workshops to raise awareness of energy-related legislation.
-Undertaking research on legal issues affecting the Authority.
-Preparing prosecution cases in collaboration with law enforcement agencies and prosecutors.
-Coordinating litigation matters in liaison with internal and external legal practitioners.
-Drafting, reviewing, and negotiating contracts with service providers.
-Reviewing organisational policies and licence applications.
-Providing expert legal advice to Management and the Board.
-Assisting in the formulation and implementation of legal strategies.
-Identifying, monitoring, and mitigating legal risks.
-Providing legal services in dispute resolution matters.
-Offering legal support during procurement processes and tender evaluations.
-Compiling legal reports in line with organisational reporting cycles.

Qualifications and Experience

Interested candidates must meet the following minimum requirements:
-A Bachelor of Laws (LLB) Degree.
-Registered Legal Practitioner.
-A minimum of three (3) years’ relevant experience in legislative drafting.
-Strong knowledge of corporate, commercial, and energy law.
-Excellent analytical, drafting, and negotiation skills.
-Ability to handle confidential information and make sound professional decisions.
-Strong interpersonal and communication skills for effective stakeholder engagement.
