The World Food Programme (WFP), the world’s largest humanitarian agency, is seeking a Joint Partnerships and Resource Mobilization Consultant to be based in Harare, Zimbabwe. This is a full-time consultancy aimed at enhancing coordinated efforts among Rome-Based Agencies (RBAs)—WFP, FAO, and IFAD—in building strategic partnerships, mobilizing resources, and positioning their collaborative impact on Zimbabwe’s food systems transformation.

Purpose of the Role
The consultant will provide strategic support to strengthen donor engagement, foster joint fundraising efforts, and improve the visibility and coherence of inter-agency collaboration. The role is essential in ensuring that RBAs in Zimbabwe speak with one voice, align their efforts with donor expectations, and present a unified front in mobilizing resources for food system transformation.

Duties and Responsibilities

1. Strategic Partnership Development
-Map donor and partner landscapes relevant to the RBAs
-Coordinate strategic outreach to bilateral, multilateral, philanthropic, and private sector donors
-Develop joint messaging and pitch materials
-Build strong, lasting donor relationships

2. Joint Resource Mobilization
-Identify multi-agency funding opportunities (e.g., GCF, AfDB, EU NDICI, GEF)
-Support drafting of joint concept notes and full proposals
-Align proposals with donor priorities and RBA strengths
-Provide quality assurance on submissions

3. Strategic Coordination & Knowledge Management
-Act as secretariat for the inter-agency RBA coordination platform
-Maintain calendars, track engagements, and support reporting
-Capture and share best practices in joint resource mobilization

4. Capacity Strengthening & Advocacy
-Deliver training on joint fundraising strategies
-Organize donor visits, field events, and advocacy campaigns
-Produce donor profiles, success stories, and analytical briefs
