Zimbabwe Technical Assistance Training & Education Center for Health (Zim-TTECH) is seeking proposals for consultancy services to enhance the IMPILO Engage Two-Way Texting Application for the retention of Antiretroviral Therapy (ART) clients enrolled in HIV care.
Objectives: The objective is to engage a qualified consultant to assess the current two-way texting application, implement enhancements targeting the retention of ART clients, and ensure the system is user-friendly and effective.
Duties and Responsibilities
The consultant will: -Conduct a comprehensive review of the current application. -Develop technical documentation for new features and update existing documents. -Engage with stakeholders to gather feedback and understand ART clients' needs. -Present recommendations, incorporating feedback into an enhancement plan. -Develop a detailed plan for implementing enhancements.
Deliverables: The consultant is expected to deliver: -Initial report on the current application review and stakeholder feedback. -Clear recommendations for application enhancement. -Final report with a detailed enhancement plan, implementation timeline, resource requirements, and monitoring framework. -Development of enhancements, integration with SMS aggregator, and linkage to the National Health Information Exchange platform. -Signed User Acceptance Tests (UATs) and Quality Assurance Tests (QATs).
Timeline: -The consultancy is expected to be completed within 3 months, with regular progress updates.
Qualifications and Experience
The ideal consultant should have: -Degree in Computer Science, Information Systems, or equivalent. -Minimum 8 years as a Full Stack developer with managerial experience. -Experience with health data standards (HL7 V2.x, FHIR), IMPILO EHR, and RapidPro is advantageous. -Proficiency in PostgreSQL, Java, and Apache Kafka. -Proven experience in mobile health (mHealth) technology. -Strong research and analytical skills. -Excellent communication and stakeholder engagement skills.
Reporting: -The consultant will report to the Zim-TTECH Senior Program Manager and Developer.
