BACKGROUND
Ministry of Health and Child Care requested UNICEF Zimbabwe Country Office to procure an ambulance boat for patient transfer from lake shores, the lake, and islands to the hospital. The boat will also be used for providing integrated outreach services for child immunization within the lake shores and islands in Kariba. The boat will also be used for ambulance service for transfer of patience from the lake shores and from Bumi area, Musambakaruma areas and the surrounding islands. The boat will be used to respond to emergencies within the lake, lake shores and islands.Kariba requires a boat ideal for overnight stay in inaccessible areas like fishing camps, which may be more ideal for rolling out other public health programs e.g., EPI outreach, MDAs, Outbreak investigations- where overnight stay would be required.

ASSIGNMENTS:
To develop and provide technical specifications of the boat to be used as an ambulance boat for patient transfer from lake shores, the lake, and islands to the hospital (also be used for ambulance service for transfer of patience from the lake shores and from Bumi area, Musambakaruma areas and the surrounding islands). The boat will also be used for providing integrated outreach services (including child immunization) and to respond to emergencies within the lake shores and islands in Kariba.

Duties and Responsibilities

-To develop technical specifications for a boat to be used as an ambulance, for integrated outreaches and emergency response guided by requirements below from the implementing partner:
-The boat is for carrying out outreach health services in areas in and surrounding Kariba dam.
-Maximum number of people to be transported 10 people (10-seater).
-Maximum number of cabins is 2.
-Rigid inflatable boat with upgraded build-specification for commercial use.
-Specifically developed for rural use with limited maintenance access.
-Progressive Vee monohull design, modular GRP composite construction. Very stable, shallow draft (<0.5m), highly capable in both flat and adverse conditions up to sea state 4.
-Upgraded build available for heavier sea states. Heavy duty 6-chamber tube, thermo-bonded construction with strategic dual layering for added protection. Suitable for tropical climates.
-Double-insulated precision-built aluminum cabin, customized and manufactured to user specification.
-Dual sliding door access (port & starboard), central stretcher stand, custom configurable stowage lockers and interior seating, custom signage included.
-Air conditioned # Optional
-Fuel tank- Aluminum tank- it should be proportional to the boat.
-Custom configurable # range of medicine refrigerators available, twin 105Ah marine batteries with house battery and emergency bridge, maintenance free.
-8x by interior LED lights, 2 external forward-facing LED floodlights, 1 exterior aft- facing LED flood light.
-1 set of LED navigation lights, all-round LED visible ambulance flashers.
-Marine VHF mobile radio with antenna & PA system - 2-way radio communication to facilitate constant touch with the Hospital and the Lake Navigation Office (2-way Boss radio communication; very high frequency/ultra-high frequency; HF system and Digital system.
-Siren & speaker system.
-Full life support equipment, including stretchers, defibrillator, vacuum pump, oxygen system, e.tc, entirely custom configurable.
-A kitchen workstation with a water basin; power source for kitchen appliances e.g., microwave oven to
warm food, 2 plate gas cooking stove with oven for cooking and security to fix gas tanks for cooking.

One toilet
-To be delivered to Kariba District in Mashonaland West Province.
-Technical specifications for the boat are provided
-Respond to quieries during the pre-bid meeting.

Qualifications and Experience

Education:
Qualification in boat construction

Experience:
A person who is knowledgeable and with traceable experience to develop specifications for a boat to be procured for use by MOHCC within the lake shores and islands in Kariba
10 Years experience in boat construction.

Languages:
English

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
