It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. The Zimbabwe Vision 2030 is “working towards building a new Zimbabwe, a country with a thriving and open economy, capable of creating opportunities for investors and employment” .

Context
Under the supervision of the HR Officer NO-2, the national volunteer, will be responsible for providing support with coordinating implementation of staff learning and development initiatives as well as implementation of Organizational Culture initiatives. The incumbent will also engage with training facilitators to develop and manage training attendance registers and training pre and post-evaluation forms.

Duties and Responsibilities

As an active UNICEF Zimbabwe team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF Zimbabwe HR Team and its beneficiaries in the accomplishment of her/his functions, including: Support to implementation of staff learning & capacity development. In collaboration with the HR Officer NO-2 coordinate and monitor the implementation of the country office staff learning & development initiatives.
Assists training facilitators in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.
Monitors and evaluates training/learning interventions ensuring that they achieve stated goals and desired organizational quality standards; and that lessons learnt and best practices are documented and shared with staff.
Provide support to the HR Officer NO-2 in ensuring appropriate data collection systems are in place to optimize data quality in support of an efficient learning management and reporting system.
In consultation with the supervisor, oversees up-to-date information gathering and monitoring system on uptake of learning offering and services globally for regular reporting and decision-making on learning at the country office.
Supports information and knowledge sharing by collating and analyzing data e.g. on user uptake of learning activities at the office.
Ensures dissemination of key data and information on UNICEF learning activities and initiatives globally. Support to staff orientation and induction
Coordinate and monitor new staff orientation.
Coordinate UNDSS security briefings for new staff and other personnel.
Support to development and implementation of organizational culture action plan.
In consultation with the supervisor, analyzes and compiles information on pulse survey and global staff survey results to help supervisor decide organizational culture initiatives.
Provides support to the HR Officer NO-2 by compiling data that conveys organizational progress towards gender equity and cultural diversity.
Support to implementation of the internship programme
Provides guidance to hiring managers on the process and steps to be followed when hiring interns.
In consultation with the supervisor, coordinates the establishment of an annual internship plan and facilitates review and approval of the plan by the Deputy Representative Programmes if requested by programme sections and the Deputy Representative Operations if requested by Operations sections.
Provides support with clarifying to hiring managers and the interns terms and conditions of service applicable for interns.
Provide administrative support to recruitments of interns at all stages up to the offer stage ensuring completion of mandatory forms and mandatory online learnings certificates are in place before interns assumption of duty.
Coordinate and monitor induction & orientation of new interns.
Support to consultant onboarding and placement
Provide administrative support to consultant recruitments from the offer stage ensuring completion of mandatory forms and mandatory online learnings certificates are in place before consultant assumption of duty.
Ensures completion of consultant onboarding processes guided by UNICEF policies, procedures and standards.

Qualifications and Experience

3 years of experience in or at the national and/or international level in human resource management in an international organization such as experience working in the UN or other international development organization;
Additionally at least 1 year (of the 3 years) relevant and successful professional experience managing staff learning and development.
Excellent oral and written skills; excellent drafting, formulation, reporting skills;
Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of stakeholders and authorities at different levels.
Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
Ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience.
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
Desirable : Sound security awareness;
Have affinity with or interest in Child Rights including that of the most marginalized and vulnerable children, volunteerism as a mechanism for durable development, and the UN System.
