CARE seeks a Project Director for the anticipated USAID-funded Agriculture Private Sector Activity in Zimbabwe. This activity aims to strengthen private sector partners' ability to deploy and demonstrate climate-smart agricultural technologies and practices in rural areas, as well as acquire the knowledge, skills, and experience to train smallholder farmers in these technologies and practices to improve farm production.

The Project Director stewards the overall vision of the project and takes responsibility for delivering results. The successful candidate will have significant experience managing USAID or other international donor-funded programs. They also lead and manage the project through technical leadership, donor liaison supportive management and capacity strengthening with CARE partners. This includes personnel and financial management, administrative oversight, and program quality assurance.

This activity is expected to be a five-year program in the $8-$10M range.

Duties and Responsibilities

Primary Responsibilities:

· Oversee overall management and implementation of the project including results and deliverables, in accordance with the project work plan.

· With staff and partners, translate project goals and objectives into implementable strategies and plans.

· Manage operational, financial, and administrative priorities.

· Communicate, implement, and ensure adherence to CARE and project policies, guidelines, and values; develop staff skills and knowledge; and facilitate/supervise success and professional development whenever possible.

· Function as the primary liaison between all project stakeholders, including cultivating strong, mutually beneficial private sector partnerships and ensuring success of private sectors in implementing their scope within the project.

· Maintain productive working relationships with USAID clients, project partners, and key counterparts.

· Mentor and coach staff to deliver impact within agreed timelines.

· Directly supervise the key technical team members and ensure project synergy and continuity across different project offices.

· Serve as the primary project liaison from CARE to the donor and is accountable for the achievement of results, ensuring quality of services are maintained at the highest standard, and that all project objectives and deliverables are met.

· Supervise staff and partners in identifying the project’s technical assistance needs, developing suitable scopes of work, recruiting consultants, and executing technical assistance contracts.

· Create management systems and internal controls in line with CARE’s standard operating procedures, ensuring consistency with project needs.

· Oversee and ensure quality of monitoring the project’s progress and results against targets, including monitoring, and evaluating the progress and success of private sector partners to implement training and meet targets.

· Design and oversee the annual project cycle under USAID’s annual planning cycle.

· Direct planning and budgeting processes.

· Prepare quarterly and annual project activity reports.

Qualifications and Experience

Oversee overall management and implementation of the project including results and deliverables, in accordance with the project work plan.

· Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent.

· Ten plus (10+) years of progressively responsible senior experience in international development as Project Team Leader or senior management experience on development or humanitarian relief projects.

· Experience in capacity development and systems strengthening, with a focus on local governance.

· Demonstrated knowledge of agricultural development, including crop production, livestock, and value chain development, and particularly deep knowledge and experience working with private sector to strengthen agricultural markets in Zimbabwe (Matabeleland North, Manicaland, and Masvingo).

· Familiarity with sustainable and climate-resilient agriculture practices and demonstrated capacities in implementing programs focused on climate resilience and sustainability.

· Demonstrated experience managing USAID-funded or similar-sized projects, ideally as a COP, Program Director, Team Lead, of similar managerial experience preferred.

· Ability to successfully recruit, train, develop, and manage staff.

· Ability to manage agreements and all required programmatic and financial reporting requirements.

· Ability to perform internal control functions to manage project operations.

· Effective written and communication skills in English.

· Demonstrated commitment to principles of Gender Equity, Diversity, Belonging and Inclusion.

· Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).

· Ability and willingness to travel within Zimbabwe as required (between CARE Zimbabwe’s home office in Harare, Matabeleland North, Masvingo & Manicaland provinces).
