Context
The Transformative Governance Unit in the UNDP Zimbabwe Country Office has the core objective that seeks to see an effective and inclusive participatory social development dialogue facilitated in Zimbabwe ensuring women and youth participation in meaningful social and economic processes is enhanced contributing to their engagement in sustaining peace and development as per the UNDP Zimbabwe CPD 2022-2026 and the Zimbabwe United Sustainable Development Cooperation Framework 2022-2006.

The primary responsibility for governance, peace, stability, social cohesion and development lies with the host Government. The Government of Zimbabwe has prioritized this responsibility through the National Development Strategy (NDS) 1 by emphasizing that social cohesion will be achieved by the promotion of inclusive dialogue and tolerance among citizens; the promotion of peace building initiatives among communities; the strengthening of citizens’ engagement; and upholding and promoting the Constitution as a form of social contract.

Therefore, the main goal of the Transformative Governance Unit is to strengthen the national efforts in establishing a sustainable conducive environment for transformative governance that promotes citizen’s confidence, co-existence, trust, and ensuring citizen participation in the development processes in Zimbabwe.

Under the guidance and supervision of the Team Leader – Transformative Governance Unit and the technical guidance of the Monitoring and Evaluation Specialist, the Governance Monitoring and Evaluation Associate supports the effective implementation of the monitoring and evaluation policy, monitoring and evaluation requirements for the Transformative Governance Unit projects, and thematic crosscutting activities. The Governance Monitoring and Evaluation Associate supports to ensure objective Monitoring and Evaluation activities are designed and managed to assess country programme relevance, effectiveness, efficiency, impact and sustainability; Monitoring and Evaluation activities are carried out in a credible and systematic manner; Monitoring and Evaluation lessons and recommendations are used for programme design and contribute to the implementation of ZUNSDCF 2022 - 2026 priorities and results and UNDP CPD 2022-2026.

The Governance Monitoring and Evaluation Associate works in close collaboration with Management, Programme and Operations Teams in the UNDP Country Office as well as with Government officials to ensure that thematic, programme and project outcomes are carried out according to schedules and that findings and recommendations are implemented and followed up on.

Duties and Responsibilities

Within the delegated authority and under the supervision of the Team Leader – Transformative Governance Unit or his/her designated mandated representative(s), the Monitoring and Evaluation Associate will undertake the following tasks:
• Assist contribution to the programme of work, identification of topics, and pro-jects/programmes to be monitored and evaluated;
• Support promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the Transformative Governance Unit.
• Support the review of existing and development of potential real-time monitoring initiatives by UNDP and its partners.
• Assist to operationalise and improve innovation and utilisation of existing systems of programme planning and reporting.
• Support data collection, synthesis and reporting of Transformative Governance Unit project indicators;
• Provide general support to Monitoring and Evaluation activities as prescribed by the Unit;
• Assist in monitoring utilization of programme resources with the view to determining cost effectiveness;
• Provide support to UNDP/partners in Monitoring & Evaluation and Results Based Management;
• Assist in provision of monitoring and evaluation feedback into policy/project/programme design, including joint programming initiatives and reporting requirements;
• Assist in making follow ups on Country Office reporting requirements to specific funding partners, and support all Programme Managers and Officers to ensure that all re-ports are prepared according to standard formats;
• Assist in preparation and planning for termly and annual work plan reviews;
• Support quarterly updating of the Annual Work Plan tracking template;
• Support documentation of monitoring and evaluation best practices, and lessons learned and recommendations to be integrated into knowledge management initiatives;
• Assist in writing features and success stories about results achieved and efforts pursued by UNDP;
• Support production of internal monthly, termly and annual reports;
• Support the documentation of the Transformative Governance Unit’s programme monitoring activities, including field monitoring, training workshops among others etc;
• Support planning and conducting of field monitoring visits and production of reports;
• Participation in monitoring and evaluation community of practice, remaining abreast of latest development and professional standards, tools and methodologies.

Qualifications and Experience

1 years of experience in (minimum 3 months):
• Monitoring and evaluation for development-related projects and programmes;
• Proficiency in SPSS, Stata, Open Data kit Based Data Collection software, Excel, database packages or other appropriate packages;
• Results-based management, monitoring and evaluation, statistics and/or research methodologies.

Further the UN Volunteer brings/is:
• Ability to design and implement tools and strategies for data collection, analysis and production of reports.
• Experience in facilitating and coordinating collection and consolidation of results and progress monitoring and reporting.
• Relevant computer skills, specifically Microsoft Office.
