Financial Controller - Zimbabwe
General Description of the Programme:

Overview of the Role
The Financial Controller, a key member of GOAL Zimbabwe's senior management team, will contribute to the overall development and operation of the country program. Responsible for maintaining and enhancing financial management and internal control systems, the Financial Controller will also manage and build the capacity of all finance staff.
Description of Functional Relationships of the Role:
The Financial Controller will collaborate closely with program and support staff, both in the field and at the head office. The role includes providing functional support and supervision to field office finance teams.
-Ensure timely and accurate submission of monthly reports to GOAL Dublin, including management accounts, Donor Status Report, and other required reports, adhering to deadlines set out in GOAL's finance manual.
-Ensure timely submission of donor reports, government reports, and other reports to GOAL Dublin or relevant authorities.
-Ad hoc preparation of budgets for proposals sent to donors, following donor guidelines and deadlines. -Submit budgets to GOAL Dublin's Project Accountant for review before submission to the donor.
-Prepare and finalize annual and quarterly rolling budgets for submission to GOAL Dublin.
-Monitor and control current expenditure, liaising with program staff to ensure expenditures stay within available funding and agreed budgets, using budget-monitoring tools. Highlight under/over spends and agree on actions required with senior management.
-Ensure proper budget monitoring by allocating actual expenditures against budgets fairly across all grants for both head office and field costs with separate identifiable coding.
-Oversee support costs, ensuring they stay within acceptable limits. Allocate support costs reasonably and consistently.
-Overall responsibility for managing cash flow and submitting monthly fund requests to GOAL HQ in Dublin.
-Prepare year-end financial statements, arrange and ensure timely completion of year-end audits. Liaise with auditors regarding donor and GOAL Dublin audit requirements and facilitate audit work.
-Maintain and improve internal control systems, particularly concerning field office sites, utilizing IT where possible to enhance financial systems. Ensure adherence to GOAL Dublin's and GOAL Zimbabwe's financial procedures and policies at all times. Follow donor guidelines consistently.
-Update the audit control file monthly with monthly allocation figures and any other necessary information.
-Collaborate with the Logistics department for regular reviews of procurement paperwork and stock controls, ensuring compliance with GOAL's Logistics and finance manuals. Monitor physical control of assets and liaise with the Logistics Coordinator to maintain relevant financial information in the fixed asset register.
-Oversee monthly payroll, ensure correct allocation to donor budgets, and ensure timely payment of all necessary taxes to authorities.
-Ensure correct payments of VAT and other taxes, custom duties, etc., to relevant authorities.
-Produce relevant, useful, and timely information to management regarding the current financial position and financial consequences of proposed decisions or activities.
-Ensure confidentiality of all GOAL Zimbabwe financial data, obtaining sign-off from the Country Director before reporting any information externally.
-Assist the Country Director and Assistant Country Directors with donor liaison.
-Train all staff, both at the head office and in the field (local and expatriate), including program managers, in financial reporting and procedures for all operations.
-Work in a manner that promotes teamwork within GOAL and contributes to achieving GOAL's program aims.
-Produce and maintain metrics to monitor the achievement of targets and resolution of issues, presenting them regularly to the Country Director.
-Plan the work of the finance department and produce an annual work plan for the following calendar year, as agreed with the Country Director. Hold regular finance meetings to communicate plans and monitor progress, circulating minutes to all finance staff and management.
-Attend the weekly senior management team meeting, presenting current finance department issues and plans to address those issues.
-Plan future financial staffing needs based on changes in the overall level of GOAL Zimbabwe's planned activities, in consultation with the Country Director.
-Build the capacity of GOAL's national finance staff.
-Perform other tasks and responsibilities directed by the immediate supervisor, GOAL Zimbabwe's senior management, and as required by GOAL Dublin senior staff.
-Mainstreaming Issues (General Description of the Responsibility of the Jobholder in terms of Gender, Child Protection, Environment, and HIV/AIDS Issues.)
-Qualified accountant (ACA, ACCA, CIMA, CPA, or equivalent).
-At least five years' experience, with at least one year overseas.
-At least one year's team management experience.
-Willingness and ability to work in a pressurized environment, producing work of high quality to strict deadlines.
-Experience in dealing with institutional donors such as DFID, USAID, EC, UN, private foundations.
-Familiarity with donor rules and regulations (particularly EU, Irish Aid, USAID).
-Flexible and reliable, with excellent interpersonal, motivational, and management skills.
-Excellent analytical and writing skills in English.
-Strong IT skills and systems experience, including advanced Excel and SAGE experience.
-Strong experience liaising with governmental/local authorities and other NGOs.
-Culturally sensitive and empathic with a 'can do' attitude.
