Who we are

We are looking for a suitably qualified, highly competent and motivated Emergency Coordinator to join the GOAL Zimbabwe team on a fixed renewable duration of one (1) year. The incumbent should be a Zimbabwean national or entitled to work in Zimbabwe as per immigration laws of the country. General Description of the Role
Reporting to the Country Director the incumbent will be responsible for managing and implementing GOAL’s emergency response in Zimbabwe. The Emergency Coordinator will have overall responsibility for ensuring that all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner.
Summary of Key Duties
The Emergency Coordinator must ensure that GOAL’s programme meets the highest national and international standards, and comply with codes of conduct and agreements to which GOAL is a signatory;
The incumbent will be responsible for overseeing programme implementation in Zimbabwe, including coordinating closely with partner organisation.
S/he will be responsible for preparing programme reports and donor reports as required, and ensuring that they are completed on time and to sufficient quality;
Regularly reviewing implemented activities and planning for future developments in Zimbabwe, including possibilities of transition into recovery programming
Ensure that the necessary logistics and procurement procedures are followed in all programme activities in line with GOAL policies;
The ideal candidate must manage or support, the development and proper functioning of any programme office deemed necessary to support the programme.
The Emergency Coordinator must ensure that there are appropriate systems in place for the effective utilisation and management of finance, personnel, supplies, transport, capital assets etc
The Emergency Coordinator has ultimate accountability for all financial matters in the programme. S/he will work closely with the Financial Controller on all aspects related to finance.
The incumbent must ensure adherence to the financial guidelines as per the GOAL Dublin Financial Manual.
The Emergency Coordinator must ensure that donor financial reports are submitted in accordance with specific donor requirements.
S/he will be responsible for ensuring that any staff required for the programme are recruited, briefed and adequately supervised and that they do not act in a manner that could bring GOAL into disrepute
The Emergency Coordinator must ensure that there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors; local agencies etc. at all levels of project implementation.
The ideal candidate will also be responsible for ensuring that the visibility of GOAL is promoted appropriately at field level.
The Emergency Coordinator must actively look for and develop an action plan for new business opportunities.
The ideal person should possess the following:
Degree in a relevant discipline essential; postgraduate qualifications in development studies, public health or social sciences preferred;
Minimum five years overseas experience implementing development or emergency programmes within a developing country context;
Previous experience managing ECHO/EU projects and a thorough knowledge of ECHO/EU reporting requirements and expectations in terms of quality, timeliness, and content;
Budgetary control and financial management skills
Experience in liaising with donors, government authorities and partner organisations.
Proven experience in new business development, institutional fundraising, coordination of assessments, proposal and report writing.
A willingness to accept basic living conditions;
Strong communication, planning and organisational skills;
Proven experience of managing a high workload and multiple priorities.
Excellent spoken and written English language skills.
A willingness to regularly travel to programme sites.
To be familiar with and abide by the NGO Red Cross Code of Conduct, the CHS Alliance and Sphere Minimum Standards
