The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to delivery more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Harare, Zimbabwe and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Plans, Facilitates, and Consolidates Evidence-Based Analysis of the Status of the SDGs:
-Provides substantive advice on SDG acceleration, economic transformation, and SDG financing.
-Conducts research, analysis, and presents data on best practices in SDG acceleration.
-Advises on global guidelines and tools related to economic transformation and financing.
-Supports UNCT in identifying entry points for catalytic policy interventions.
-Prepares policy papers, guidance notes, and flagship reports.
-Monitors economic trends and provides recommendations.
-Analyzes innovative mechanisms for SDG financing and supports UNCT initiatives.
Supports RC’s and UNCT’s Advocacy Efforts for Partnerships on SDG Acceleration and Financing:
-Strengthens partnerships with national counterparts, IFIs, private sector, and other stakeholders.
-Coordinates peer exchanges with UN economists at the country level.
-Engages with financial institutions and development partners to enhance collaboration.
-Promotes private sector involvement in SDG financing and economic transformation.
-Coordinates the Development of Integrated SDG Programming Cycles
-Assists in preparing Common Country Analyses (CCA) and UN Sustainable Development Cooperation Frameworks (UNSDCF).
-Supports UNCT in optimizing country-level programming for SDG acceleration.
-Strengthens UN joint programming to ensure impact at the national level.
-Enhances UN support for governmental policy and capacity development.
Plans and Directs SDG Knowledge Generation and Management:
-Facilitates collaboration, innovation, and knowledge-sharing across the UN system.
-Analyzes best practices, lessons learned, and emerging trends in SDG financing.
-Suggests new approaches for leveraging SDG financing and economic transformation.
-Monitors and documents successful models for SDG investment policies.
Other Responsibilities:
-Conducts data analysis and visualization to support decision-making.
-Documents background information and trends for data-driven reporting.

Advanced university degree (Master’s degree or equivalent degree) in economics, development studies, public policy, or public finance is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
A minimum of five (5) years of progressively responsible experience in sustainable development policy, economic research and analysis in the context of development cooperation or related area is required. Working in-depth knowledge of the functioning's of the governments of Zimbabwe and the civil societies with a proven capacity for addressing high level and sensitive issues, is required. Experience in supporting development financing in SDG financing is desirable. Working experience in the United Nations or similar organization, particularly in inter-agency coordination and programming, is desirable Work experience in coordinating multi-stakeholder spaces and participatory assessment processes, with the ability to collaborate effectively, share personal perspectives, and remain open to diverse viewpoints, is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage. NOTE: "Fluency" equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "Confident" in two of the four areas.
