Panagora is currently seeking applicants based in Zimbabwe and the region for the DCOP position. All potential positions will be based in Zimbabwe and will be contingent upon contract award. Responsible for all aspects of technical and operational program management to optimize performance and outcomes. S/he will provide technical oversight, supervise and manage all services offered under the mechanism, including effective implementation of the MEL Platform. As an integral member of the organization, s/he will contribute to strategic knowledge management and communications; capacity strengthening of the local partners; experience coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds. This role is instrumental in ensuring that the Mission is supported to continually enhance its strategies and programs based on evidence, feedback, and a culture of learning.

As a vital member of the MEL Platform, the Deputy Chief of Party plays a critical role in ensuring that USAID/Zimbabwe's development programs continually evolve and adapt to achieve greater impact and sustainability.

Qualifications and Experience

-Educational Background: Possess a master's degree in a relevant field such as monitoring and evaluation, international development, or a related discipline.
-Professional Experience: Demonstrate extensive experience in institutional learning, adaptive management, and collaboration within international development organizations, with a track record of driving positive change.
-Strategic Vision: Exhibit a strategic mindset and visionary leadership qualities, guiding the Mission in its journey to become a learning and adaptive organization.
-Learning Strategy: Develop and execute a comprehensive institutional learning strategy that aligns with USAID's development objectives.
-Collaborative Facilitation: Excel in designing and facilitating collaborative processes, fostering cross-sector collaboration, and knowledge sharing.
-Adaptive Management: Demonstrate a strong grasp of adaptive management principles, applying them effectively to development programs.
-Capacity Building: Possess the ability to design and deliver training programs and capacity-building initiatives effectively.
-Communication Skills: Communicate effectively to facilitate cross-functional collaboration, knowledge exchange, and partnership development.
-USAID Compliance: Ensure that the Mission remains compliant with USAID policies, procedures, and reporting requirements related to institutional learning and collaboration.
-Change Leadership: Exhibit the ability to lead organizational change efforts, fostering a culture of learning and continuous improvement.
-Program Evaluation: Have experience in conducting program evaluations and impact assessments to inform adaptive strategies and program enhancements.
