The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body mandated to ensure the provision of a level playing field for safe, reliable and sustainable energy supply through effective regulation. ZERA seeks the services of a highly competent, professional and results oriented individual who can take the organisation to a higher level in the following role:
Reporting directly to the Chief Executive Officer, the Key Job Functions of this position are as follows:
Strategic guidance on operational efficiency
• Develop and implement HR policies, manage recruitment, performance, and staff development, ensuring compliance with labour laws.
• Provide strategic direction for IT systems and digital transformation, ensuring cybersecurity
• Oversee the administration and asset management function while maintaining a safe and efficient work environment
• Provide oversight over the Authority vehicle fleet.
• Coordinate the development of the organisational strategy
• Track and monitor ZERA's strategic plans, report on key performance indicators (KPIs), and advise management on necessary policy adjustments.
• Drive organizational culture and change management

Key Job Requirements:
The successful candidate for this position should meet the following criteria:
• Human Resources Degree, Bachelor of Laws Degree, Public Administration, Monitoring and Evaluation, IT or Accounting.
• A relevant Master's Degree such as MBA/MBL will be an added advantage.
• At least 10 years of experience in a senior role in Management with a strong focus on Human Resources Management, Monitoring and Evaluation, Information Technology, and Administration.
• Proven leadership abilities in managing human resources, IT systems, and organizational performance.
• Strong knowledge of labour laws, Information Technology, Performance Management tools and Administration best practices.
• Excellent strategic planning, budgeting, and organizational skills.
• Experience in developing and executing HR, IT, Performance Management frameworks and administration strategies in large, complex organizations.
• Ability to monitor and evaluate organizational performance, using data analytics to inform decisions and improve outcomes.
