Panagora is seeking a Chief of Party for an upcoming ZimCycle Activity funded by the United States Agency for International Development (USAID) .

This is a long-term position based in Harare , Zimbabwe , expected to start in late -2024. Zimbabwe nationals are highly encouraged to apply. This position is contingent upon award.

Job Description
This position is for a n anticipated five- year program designed to provide a platform for the procurement of a comprehensive suite of technical and advisory services that strengthen and facilitate the Mission's program cycle practices and processes, as well as implementing partners' and program participants' capacity to feed into those practices and processes. The activity will improve knowledge management and enhance the use of data and evidence in programmatic decision-making. Additionally, ZimCycle will improve USAID/Zimbabwe's and implementing partners' Monitoring, Evaluation, and Learning, and program cycle capacity .

Position Summary
Panagora seeks a Chief of Party (COP) to develop strategy, provide overall leadership, management, and activity technical oversight. The COP should have substantive experience in management and team building with extensive experience and technical knowledge of monitoring, evaluation, assessments and learning activities for international development programs in Zimbabwe and/or Africa.

Duties and Responsibilities

Provide overall leadership, management, and technical direction of the activity.
Serve as primary point of contact to USAID/ Zimbabwe and liais e with USAID implementing partners and other key stakeholders.
Oversee the design and implementation of program activities, including evaluations, assessments and services, data collection and analysis, learning and dissemination, and reporting of findings to promote learning and enable adaptive management.
Ensure quality control of technical assistance and deliverables provided under the contract, including necessary adjustments to operations to fit the needs and requirements of USAID. eN16V1I D0LPS3
Ensure all USAID contractual requirements are met in compliance with USAID, Panagora , and local government policies and regulations .
Ensure sound financial management of activity's resources according to budget, USAID compliance and proposed implementation workplans.
Ensure that USAID/ Zimbabwe , its implementing partners, and Panagora are continuously learning from ongoing work and applying learning to improving practices and methodologies.

Qualifications and Experience

Degree in international development , social sciences, or a related field .
A minimum of ten ( 10 ) years in international development, wit h demonstrated experience leading and/ or designing monitoring , evaluation, and learning activities .
Demonstrated understanding of USAID initiatives, practices, and policies, including the USAID CLA practice and USAID Localization Initiative .
Minimum of five ( 5 ) years of demonstrated successful experience as a senior manager of a program providing monitoring, evaluation, learning, and program cycle consulting and capacity strengthening to USAID staff and/or implementing partners ; previous Chief of Party experience for USAID projects strongly preferred.
Demonstrated knowledge of United States (U.S.) Government rules, regulations, policies, and procedures as they relate to managing an international development project and hiring or subcontracting with consultants.
Proven ability to deliver sound guidance, leadership, and solutions on a variety of MEL, and CLA, technical tasks with supervisory, mentorship, and leadership capabilities for a full project team Previous experience managing su b contractors and consultants and highly skill ed , interdisciplinary teams.
Proven record of excellent management, leadership, decision-making, and interpersonal skills .
Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in Zimbabwe and/or Af rica .
Previous relevant experience in Zimbabwe and/or Africa .
Fluency in written and spoken English.
