Mapping Conduct of Women Leaders, Decision-Makers and Financing Actors linked to Climate Change and Desertification in Zimbabwe

1. Background
Zimbabwe has made strong commitments to gender equality through the Constitution, National Gender Policy (2023–2027), Vision 2030, NDS1, and global frameworks including the Sustainable Development Goals (SDGs), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Beijing Platform for Action, and Agenda 2063.
Despite these commitments, women remain under-represented in leadership and decision-making roles and continue to face persistent barriers in accessing finance, markets, and productive resources. At the same time, Zimbabwe hosts a growing ecosystem of women leaders, business associations, financial institutions, development partners, and private sector actors supporting women's economic empowerment.
The African Women in Agribusiness Network Trust (AWAB) is implementing the Gender-transformative Resilience to Drought in Transition States in Southern Africa (GRDSA) project in Zimbabwe. The project's objective is to strengthen evidence-based programming and partnership development. To achieve this objective, a comprehensive mapping of women leaders, decision-makers, and financing actors is required.
2. Purpose and Objectives
The purpose of this assignment is to identify, profile, and analyze women leaders, decision-makers, and women in finance mainly involved in climate change-related activities, environmental management, and combating desertification in Zimbabwe. The assignment will also produce a national stakeholder database and ecosystem analysis that highlights women leaders within these sectors.
Assignment Objectives
The objective of this assignment is to support AWAB in the design and formatting of project publications and apprenticeship training materials by:
Identifying and profiling women leaders at national, provincial, district, and community levels.
Mapping institutions and women individuals involved in climate change, desertification, and the financing sector.
Identifying public and private financing actors supporting climate change initiatives and environmental protection.
Analysing stakeholder influence, mandates, institutional capacities, and geographical coverage.
3. Scope of Assignment
The African Women in Agribusiness Network Trust seeks the services of an Individual Consultant to undertake the following assignments over a period of 30 days, from 15 July 2026 to 31 August 2026.
The consultant will undertake the following assignments.
3.1 Mapping of Women Leaders
The consultant shall:
Identify women leaders across government, Parliament, local authorities, traditional leadership, civil society, community-based organizations, academia, the private sector, youth organizations, disability organizations, and development partners.
Assess their roles, influence, geographic coverage, thematic expertise, and existing engagement in gender equality, climate resilience, agriculture, disaster risk reduction, livelihoods, and drought response.
Identify women's leadership networks and platforms relevant to the project.
Analyse opportunities for collaboration and strategic engagement.
Develop a database of identified women leaders, including publicly available contact information.
Deliverables
Women Leaders Mapping Report.
Stakeholder Database.
Influence and Interest Analysis.
Geographic Distribution Map.
3.2 Mapping of Decision Makers
The consultant shall identify key decision-makers within:
Ministry of Agriculture, Mechanisation and Water Resources Development.
Ministry of Lands and Rural Development.
Ministry of Mines and Mining Development.
Ministry of Information Communication Technology, Postal and Courier Services.
Desertification and Environment Sector.
Renewable Energy and Green Enterprises.
Climate and Meteorology.
Ministry of Finance and Economic Development and the Banking Sector.
Parliament.
Provincial and District Administrations.
Local Authorities.
Traditional Leadership Structures.
Independent Commissions.
Private Sector Institutions.
Development Partners.
Civil Society Coalitions.
The consultant shall assess their:
Mandates.
Decision-making authority.
Influence.
Priorities.
Relevance to gender-transformative drought resilience.
The consultant shall also analyse institutional relationships and opportunities for policy engagement and identify existing coordination mechanisms relevant to drought resilience and gender equality.

3.3 Mapping of Financing Actors
The consultant shall:
Identify financial actors and financing institutions supporting climate adaptation, drought resilience, gender equality, women's economic empowerment, sustainable agriculture, and disaster risk reduction.
Identify institutions including:
Government financing mechanisms.
Development finance institutions.
Bilateral donors.
Multilateral agencies.
Climate funds.
Commercial banks.
Microfinance institutions.
Philanthropic foundations.
Other financing organizations.
Analyse financing priorities, eligibility criteria, funding windows, geographic focus, funding size, and alignment with gender-transformative programming.
Identify opportunities for resource mobilization and strategic partnerships.
Deliverables
Financing Actors Mapping Report.
Financing Landscape Analysis.
Funding Opportunities Database.
Recommendations for Partnership and Resource Mobilization.
4. Methodology
The consultant shall employ a mixed-methods approach including:
Desk review of relevant policies, strategies, reports, and existing stakeholder databases.
Key informant interviews with government institutions, development partners, civil society organizations, private sector actors, financial institutions, and community representatives.
Stakeholder consultations and validation meetings.
Stakeholder analysis using influence-interest and power mapping tools.
Gender-responsive and intersectional analysis.
Preparation of stakeholder databases in Microsoft Excel or another compatible electronic format.
5. Expected Outputs
-The consultant shall produce:
-Inception Report detailing methodology, work plan, tools, and timelines.
-Women Leaders Mapping Report.
-Decision Makers Mapping Report.

7. Required Qualifications
The consultant or consulting firm should possess:
- An advanced degree in Gender Studies, Development Studies, Public Policy, Political Science, Economics, Climate Change, Social Sciences, or a related field.
- At least 7 years of experience conducting stakeholder mapping, political economy analysis, institutional analysis, or gender-related research.
- Demonstrated experience in gender equality, women's leadership, climate resilience, drought management, governance, or resource mobilization.
- Strong knowledge of Zimbabwe's institutional, governance, and development landscape.
- Proven experience facilitating stakeholder consultations and producing high-quality analytical reports. - Excellent analytical, research, and report-writing skills.
-The consultant shall ensure that all assignments:
- Apply gender-transformative and human rights-based approaches.
- Promote inclusion of women, youth, persons with disabilities, and marginalized groups.
- Ensure ethical data collection, confidentiality, and informed consent.
- Produce practical recommendations that directly inform project implementation, stakeholder engagement, policy dialogue, and resource mobilization.
8. Reporting and Coordination
The consultant will report to the Project Coordinator for AWAB implementing the Gender-transformative Resilience to Drought in Transition States in Southern Africa Project in Zimbabwe and work closely with relevant government counterparts, implementing partners, and technical advisors. Regular progress updates shall be provided throughout the assignment.
9. Qualifications and Requirements
The required consultant should have the following qualifications:
- An advanced degree in Gender Studies, Development Studies, Agriculture, Natural Resources, or a related field.
- At least 5 years of experience conducting stakeholder mapping, political economy analysis, institutional analysis, or gender-related research.
- Demonstrated experience in gender equality, women's leadership, climate resilience, drought management, governance, or resource mobilization.
- Strong knowledge of Zimbabwe's institutional, governance, and development landscape.
- Proven experience facilitating stakeholder consultations and producing high-quality analytical reports. - Excellent analytical, research, and report-writing skills.
10. Proposal Submission Procedure
AWAB invites a qualified consultant to submit a technical proposal that includes a daily fee. Technical proposal should be comprised of:
- Understanding of the ToRs, proposed methodology and timeframe for conducting all aspects of the assignment.
- Presentation of the company profile against the listed qualifications and requirements.
- Detailed Curriculum Vitae that demonstrates their experience and competence against the above requirements.
- Include a deliverable table with time-lines based on the assignment duration of 30Days.
