Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

Duties and Responsibilities

-Ensure capacity development toward ZIMAC and local implementation partners (IPs) in the programme are carried out in a sustainable manner where national ownership is respected.
-Oversee the implementation of the capacity development project, ensuring alignment with broader strategic objectives.
-Guide and assist ZIMAC in strategic planning and execution to effectively oversee the mine action activities.
-Continuously work on improvement of NPA's capacity development framework, guidelines, and tools and ensure consistency in its implementation in line with NPA Global Capacity Development Guideline, primarily at the institutional (enabling environment) and organisational levels.
-Provide expert advice on Zimbabwe's mine action activities and support the development of policies, guidelines, and strategies.
-Provide advice to ZIMAC to facilitate their performance, learning, coordinating, monitoring and management of CD initiatives.
-Ensure that professional relations are maintained with related internal and external stakeholders.
-Explore opportunities for greater coordination, synergies, information sharing and knowledge management.
-Facilitate knowledge sharing and training initiatives to enhance the skills of ZIMAC staff and stakeholders.
-Work closely with the Global CD advisor to explore mutual beneficial strategies and programmes aimed at accelerating CD within ZIMAC and local IPs.
-Identify and communicate challenges, bottlenecks and deficiencies within ZIMAC, local IPs and other operators to PM, NPA Global advisor, etc.
-Participate in NPA DMAD Zimbabwe Senior Management Team and, if necessary, act as Programme Manager (PM) in PM's absence, and represent NPA externally.

Qualifications and Experience

-Minimum 10 years relevant work experience in mine action operation and thematic areas.
-Experience working with National Mine Action Authorities and senior governmental and military officials.
-Solid understanding of mine action programme management, operational planning and prioritisation, information management and quality management in mine action.
-Extensive knowledge of the IMAS, convention requirements and Oslo/Lausanne action plans.
-Extensive experience in project management, including budget-holder responsibility, planning, forecasting, reporting, budget vs. actual (BvA) monitoring. eRfLlns CtnOeO
-Prior experience in developing national policies, strategies, standards, SOPs and computer-based tools such as IMSMA.
-As a person, you are great at collaborating and you have strong communication skills. Because this is a new role it is also important that you have great analytical skills as well as solving challenges.
