The Buyer will manage end-to-end procurement activities in compliance with the Public Procurement Act, ensuring transparency, value for money, and timely delivery of goods and services. This role requires advanced knowledge of SAP MM (Materials Management module) for effective requisition processing, purchase order management, and supplier performance tracking.
Duties and Responsibilities
• Ensure all procurement processes are fully compliant with the Public Procurement Act and organizational policies. • Prepare, issue, and evaluate RFQs, RFPs, and tenders according to legal and internal requirements. • Negotiate favorable terms with suppliers while ensuring best value and timely delivery. • Create, process, and track Purchase Requisitions and Purchase Orders in SAP MM. • Conduct supplier performance reviews and maintain an approved vendor database. • Support internal departments by providing timely updates on procurement status. • Prepare accurate procurement reports for audit, management review, and regulatory submission. • Participate in contract drafting, administration, and compliance monitoring. • Identify opportunities for cost savings, process improvement, and risk mitigation.
Qualifications and Experience
• Diploma or Degree in Purchasing & Supply or studying toward CIPS (Chartered Institute of Procurement & Supply) qualification. • 8+ years of experience in a public procurement role with a proven track record of compliance. • Strong knowledge of the Public Procurement Act and applicable regulatory frameworks. • Proficiency in SAP MM module (purchase requisitions, purchase orders, material master data, vendor master management). • Demonstrated experience in tender preparation, contract negotiation, and vendor management. • Strong analytical, negotiation, and reporting skills. • Excellent communication and stakeholder engagement skills. • High ethical standards and commitment to transparency and accountability.
