Duration of Contract: 1 year with the possibility of extension subject to availability of funds and satisfactory performance. Only nationals of Zimbabwe may apply to this position.

Duties and Responsibilities

General Administration:
-Contribute to the review and adjustment of systems and processes for effective program implementation.
-Supervise the maintenance of proper inventory, filing, and project recording systems.
-Coordinate with the Finance and Administration Officer to ensure HR and procurement processes align with UNESCO’s rules and regulations.

Finance and Budget:
-Provide guidance to project staff in preparing and consolidating budgets for resource mobilization.
-Review and analyze project budgets based on donor agreements, ensuring accuracy and compliance.
-Ensure strict compliance with UNESCO's rules, regulations, policies, and procedures, including IPSAS.
-Liaise with BFM and BSP on budget planning and preparation, providing relevant information as requested.

Monitoring and Reporting:
-Monitor budget execution, provide timely information to stakeholders, and analyze progress.
-Provide substantive advice to project personnel in reviewing and revising project budgets.
-Process, validate, and follow up with Central Services on budget revisions.

Financial Controls:
-Act as certifying officer for the project’s transactions, ensuring compliance with regulations.
-Ensure proper accounting of the project’s financial resources and expenditures.
-Review and reconcile various clearing accounts, investigate erroneous entries, and take corrective action.
-Analyze complex accounting transactions and implement corrective actions.

Cash Management:
-Manage liquidity of the project’s bank accounts, assist in preparing bank reconciliations.
-Review budgets and financial justifications related to implementation partnership agreements.
-Provide support to project officers on donor reporting and liaise with Headquarter services for timely preparation of reports.
-Analyze cash flow requirements and submit cash requests to the Administrative Unit.

Qualifications and Experience

Education:
-Advanced university degree (master’s or equivalent) in finance, accounting, business administration, or economics.

Work Experience:
-Minimum 2 years of relevant professional experience in administration, accounting, budget, and/or financial management.
-Experience with budgeting, financial reporting, and project finance.

Skills and Competencies:
-Strong knowledge of budgeting and reporting.
-Excellent technical and analytical skills.
-Good organizational and time management skills.
-Detail-oriented with excellent knowledge of MS Excel and strong knowledge of SAP, ERP system.

Languages:
-Excellent knowledge (oral and written) of English.

UNESCO’s salaries consist of a basic salary and other benefits, including annual leave, family allowance, medical insurance, and pension plan. The approximate annual starting salary for this post is 42,446 US $.
