A leading Social Justice organization seeks to fill the following vacant position operating from Harare with limited travel in and out of the country: POSITION: TECHNICAL MANAGER – ACTIVE CITIZENSHIP AND GOOD GOVERNANCE (ACGG) REPORTING TO: PROGRAMMES DIRECTOR JOB PURPOSE To provide leadership in the development and implementation of an ACGG strategy with a primary focus on 1. Promoting processes towards an effective implementation of the 2013 national constitution, 2. Supporting parliamentary oversight, 3. Advocating for citizens' participation in electoral reforms and devolution, and 4. Empowering citizens for active participation in various public policy dialogue and policy implementation monitoring. DUTIES AND RESPONSIBILITIES 1. Provide leadership in ACGG programming by overseeing existing project planning and management, results based management, project cycle management and integrated programming; 2. Provide leadership in mobilizing and organizing citizens for active participation in critical national processes such as elections, policy and law making processes; 3. Contribute to the development and implementation of Training for Transformation program aimed at activating citizens' agency; 4. Provide leadership of the Parliamentary Liaison Office aimed at ensuring citizens' participation in the parliament’s oversight and law making processes; 5. Provide technical support towards the strengthening of our membership and CSO Parliamentary Consortium which will engage with and seek to influence the legislative agenda; 6. Develop an Access to Justice and Rule of Law programme encompassing a strong paralegal component targeting key change agents at sub-national and national level; 7. Provide sound day-to-day advisory support to the Chief Executive Officer and Senior Management Team regarding legal matters, as and when required; 8. Streamline and systematize information dissemination for active citizenship through collecting, sorting and disseminating the Hansard bulletins and selected newspapers to targeted remote communities; 9. Design, convene and document multi-media dialogues on constitutional democracy at grassroots, organized society and policy and political levels; 10. Establish an ACGG research agenda, conduct cutting edge research, and regular relevant publications in partnership with relevant academic and policy actors; EXPERIENCE 1. A minimum of 3 years of relevant post-qualification professional experience in promoting constitutionalism, access to justice and active citizenship; 2. Experience in professional legal writing including articles, project proposals and reports; 3. Strong experience in facilitating dialogue and training processes; 4. Non-partisan and objective familiarity with current political developments in the country. KNOWLEDGE, SKILLS AND LANGUAGE 1. Bachelor of Laws Honours Degree (LLBS) 2. Political and cultural sensitivity 3. Excellent project management skills 4. Good mentoring and capacity development skills 5. Good dialogue facilitation skills 6. Good analytical skills and solution focused person 7. Ability to work well in a multicultural team 8. Fluency in Ndebele and Shona and other local languages will be added advantage
