  • The Technical Director for Humanitarian Partnerships will be responsible for developing and implementing a comprehensive humanitarian partnering strategy aimed at identifying shared value, influencing and funding opportunities, as well as meeting World Vision’s global commitments.
  • They will be responsible for providing strategic guidance to build WV’s humanitarian partnering capacity, scale-up and will facilitate/support capacity building at the local and regional levels.
  • They will manage external and internal relationships, building and maintaining networks inside and outside of the humanitarian sector, proactively seeking input and consulting with stakeholders, as well as contributing towards global reporting, monitoring and evaluation of World Vision’s partnering practice.
  • They will represent World Vision externally with relevant inter-agency bodies, Governments, civil society, community representatives, private sector, faith actors and academia at global levels.
  • They will provide guidance and advice to relevant teams on contract management, risk assessment and mitigation for humanitarian partnering in collaboration with relevant units at Field Office/response, Regional Office (and as relevant Support Office) level-counterparts, audit functions.
PURPOSE OF POSITION: The purpose of this position is to lead the development and implementation of World Vision's global humanitarian partnering strategy, grow World Vision's partnering capacity for the effective delivery of humanitarian assistance in emergencies and fragile contexts, and increase its impact, influence and income to meet the needs of the most vulnerable children and communities. The role sits in the Disaster Management (DM) External Engagement and Resource Development team and reports to the Senior Director. World Vision is seeking a new Technical Director for Humanitarian Partnerships to lead the development and implementation of its global humanitarian partnering strategy and to grow its partnering capacity for the effective delivery of humanitarian assistance in emergencies and fragile contexts. Driven by conflict, climate change and natural disasters, increasing and protracted humanitarian crises mean childhoods are often scarred by violence, long term displacement and disrupted education. Partnering with others is key to meeting these growing needs effectively. As a leading faith-based humanitarian agency World Vision is seeking to strengthen and expand its partnerships. As a signatory to the Grand Bargain we are committed to empowering national and local actors and to partnering with them to bring assistance and hope to crisis affected children and communities worldwide. Leading strategy, engaging others across the organization, managing relationships and representing World Vision externally requires a candidate with exceptional consultative, relational and convening abilities. S/he will have extensive humanitarian partnering and risk management experience, a track record of building partnering capacity, representation, and leading consortia with civil society, local actors, donors, the United Nations and the private sector. MAJOR RESPONSIBILITIES: Strategic & Operational Leadership:
  • Develop and implement a partnering strategy, aimed at identifying shared value, influencing and funding opportunities, for humanitarian and fragile contexts.
  • Ensure that partnering implementation models are tested, reviewed and used based on evidence of effective outcomes; and that this evidence is understood, disseminated and used to incentivize further investment in humanitarian partnering across the organisation.
  • Work closely with the Resource Development team, global GAM, relevant SOs and Field offices to pursue revenue-generating opportunities to expand humanitarian partnering in priority contexts.
  • Work closely with DM Policy & Advocacy, and A&EE to develop messaging, World Vision’s global positioning and engagement on localization and other relevant issues.
  • Ensure establishment of effective project reporting, evaluation, and communication systems, that enable timely & accurate reports that meet donor requirements regarding humanitarian partnering.
  • Develop a system for monitoring the effectiveness and risk of humanitarian partnering with regular reports provided to senior leadership to inform strategic decision making.
Partnering Preparedness & Internal Engagements:
  • Effectively manage internal relationships, building and maintaining networks inside and outside of the Disaster Management team, proactively consulting and seeking input from stakeholders on strategy development & implementation.
  • Lead development of appropriate structures, standards, policies, staffing and resources for DM related humanitarian partnering, including prepositioning and preparedness, in line with industry standards.
  • Provide pro-active and strategic guidance for humanitarian partnering scale-up and required capacity building at local and regional levels to facilitate partnering prepositioning and preparedness.
  • Lead collaboration with SO, RO and target FO teams to develop and conduct training in partnering methodologies and concepts.
  • Support technical capacity of staff to manage complex donor-funded projects.
Networking, Partnering, External Representation & Research:
  • Lead DM global external engagement on Humanitarian Partnering and localization by initiating and building collaborative relationships with key stakeholders, building and systematically maintaining a strong network of industry contacts and representing World Vision as an expert voice/thought leader in relevant external fora.
  • Lead strategic operational research & learning that collects and disseminates evidence of good practice, contributes to reporting on global commitments, such as the GB and WHS on humanitarian partnering, in cooperation with Disaster
  • Management, A&EE, VFI, the resilience & livelihoods team.
  • Ensure timely dissemination of research & learning to local actors, donors, Government, academia and the private sector to promote WV's capacity, scope and best practice.
  • Effectively utilise external networks of industry stakeholders in order to remain abreast of the latest industry trends.
  • Participate in, foster and actively contribute to inter-agency initiatives, working groups and networks related to strategic planning, policy influence and funding to position WV as an actor with influence.
Emergency Response & Recovery Operations:
  • Ensure that there is pro-active, timely advise to response management on the feasibility of humanitarian partnering in response and priority fragile contexts.
  • Conduct on-going (pre-crisis) partnering capacity and capability assessments.
  • Ensure that partnering approaches are integrated into relevant grant design and meet all strategic objectives through staffing, implementation and quality assurance.
  • Deploy to response contexts to set up and/or support the set-up of humanitarian partnerships and help facilitate engagement with local government officials, local communities, donor representatives and other stakeholders as appropriate.
KNOWLEDGE, SKILLS & ABILITIES:
  • University Degree or Post graduate qualification and / or professional background in strategy development, operational implementation, international development/ humanitarian or other relevant field.
  • At least eight years of international humanitarian resource development, preferably extensive operations experience in fragile contexts.
  • Demonstrated leadership and innovative strategic thinking experience as well as operational management expertise in complex, insecure and fluid contexts with multi-disciplinary, multi-cultural and often partly remote teams and internal as well as external stakeholders across continents.
  • High level influence and representation and collaboration skills as part of the global humanitarian system with international and national donors, public audience, media, Government(s), academia, private sector on topics regarding humanitarian context solutions with local and multi-national business, social enterprises, innovation.
  • Knowledge of, and expertise in external partnering, including approaches, procedures, compliance requirements (due diligence, blocked party screening, etc.)
  • Excellent written and verbal communication skills plus strong presentation and report writing skills.
  • Proficiency in computer & online tools including Microsoft Office, Lotus Notes (or similar software), email, internet.
  • Demonstrated excellent inter-personal and negotiation skills.
  • Demonstrated problem-solving and analytical skills relevant.
  • 8 years of management experience in international humanitarian assistance operations.
  • Strong knowledge of the humanitarian sector including humanitarian Principles, standards and sectors.
  • Experience in an strategy development, international cross-sector collaboration and multi-sector portfolio management.
  • Good understanding of aid organization and private sector dynamics related programming.
  • Effective in written and verbal communication in English. Proficiency in other languages such as French and Spanish would be desirable.
Preferred Skills, Knowledge and Experience: General:
  • Ability to influence, coordinate and build strategies, tools and a cohesive team with clear deliverables and outputs that can be replicated and scaled up in the future.
  • Extensive experience in external engagement and networking with institutional donors, Government, private sector, inter-agency bodies, academia.
  • Extensive experience in resource acquisition / funding.
  • Excellent interpersonal skills and great communicator.
Technical:
  • Demonstrated experience with implementing humanitarian partnering strategies for humanitarian and/or recovery and development programming.
  • Understanding of the benefits of and organizational barriers to effectively using and expanding humanitarian partnering approaches.
  • Experience researching, designing and implementing partnering strategies.
Work Environment/Travel:
  • Frequent international travel (30%) including field visits in humanitarian responses, external engagement/ representation at international conferences.
  • This role involves contributing to the facilitation and coordination of a virtual, geographically-dispersed multi-sector, multi-ministry teams and programming and humanitarian operations network.
