The main objective of LEDRIZ is to develop, through research, well-grounded pro-working people policy positions designed to influence development processes and outcomes at national, regional and international levels.


Summary of the research consultancy

The work of the Consultant is to undertake an action research that entails assessing national social dialogue in Zimbabwe with specific reference to the Tripartite Negotiating Forum (TNF), and implications for socio-economic stability and sustainability.


The detailed work entails the following: (a) Exploring the importance of social dialogue as a key ingredient to solving national socio-economic crises; (b) Assess the structure, procedures and processes of the TNF since the promulgation of the TNF Act; (c) Assess the successes, challenges and opportunities of the TNF since the promulgation of the TNF Act; (d) Identify lessons from other countries with successes with national tripartite (and/or tripartite plus) structures; (e) Provide concrete proposals for policy makers on how to strengthen the TNF and national social dialogue in general in Zimbabwe.


Requirements

The consultant will provide the following deliverables: Inception report detailing the research methodology including the main research methods, the sampling framework, proposed sources of data, procedures for data collection and analysis, a draft but detailed table of contents, workplan and budget; First draft report that will be reviewed by LEDRIZ and its stakeholders. A second round of revision may be required before the final report can be produced; Presentation of the research findings at a validation workshop; and a final report. The assignment is expected to commence on 1 February 2021 and be completed within 25 working days. The Inception Report should be completed by the 5 February 2021 and presented to LEDRIZ for comments as the work continues.


Qualifications

At least a master’s degree in development studies or social sciences. Skills and Competencies required include: At least 5 years of professional experience; High level written and oral communications skills in English; Experience in action research; evidence-based research; and policy analysis; Must be result-oriented, a team player, exhibiting high levels of tact and integrity; Demonstrate excellent interpersonal and professional skills in interacting with various national stakeholders; and, Evidence of having undertaken similar assignments.
