BACKGROUND AND PURPOSE OF ASSIGNMENT


Over a billion people in the world living on less than a dollar a day depend on agriculture for their livelihoods. For them, vulnerability to climate-related shocks is a constant threat to food security and well-being, trapping them into poverty in the long term. As climate change drives an increase in the frequency and intensity of these shocks, the challenges faced by food-insecure farmers will also increase. Thus, providing them with strategies to reduce and mitigate such risks becomes essential for overcoming hunger, achieving food security and increasing resilience.


With the increase in frequency and intensity of weather-related risks due to climate change in the country, WFP Zimbabwe has adopted a integrated approach to climate risk management by bringing together various tools and strategies: improved resource management through asset creation (risk reduction); improved agricultural practices (conservation agriculture and drought-tolerant seeds); strengthened market access; micro-insurance and macro-insurance through ARC Replica (risk transfer); livelihoods diversification and microcredit (prudent risk taking); savings (risk reserves); climate services; and forecast-based financing (FbF). On the social protection front, WFP in partnership with the government and other actors is working towards tackling the humanitarian-development nexus by integrating relevant WFP programmes into the national social protection framework.



With the different Disaster Risk Financing (DRF) instruments at micro and macro-levels being piloted and scaled up in the country by WFP as well as the inception of the 4-year Green Climate Fund (GCF) project, WFP Zimbabwe is in need of services of a Project Coordinator, with technical expertise in the climate risk management tools such as climate services and forecast-based financing, as well as project management and policy engagement expertise to manage the GCF project and lead this innovative Forecast-based Financing programme component.


The GCF Project Manager and FbF Activity manager will report to the Head of Resilience and work closely with other units in the Country Office, including Activity Managers under program Unit, WFP's Field Offices in Zimbabwe, as well as WFP's GCF, climate services, forecast-based financing and risk transfer teams at Regional and Global levels.


KEY ACCOUNTABILITIES (not all-inclusive)


Given the specific requirements for the GCF project, the Project Coordinator will be responsible for various roles as indicated below.


GCF Project Management


Provide oversight, management, and support toward the implementation of all project components, plans and processes for the GCF project in alignment with WFP and Government of Zimbabwe policies and guidance.

Head the GCF Project Management Unit and co-ordinate engagement with the Project Steering Committee as well as the Project Technical Committee to ensure effective inception and implementation of the project, in collaboration with Climate Change Management Department.

Lead liaisons with government agencies, UN agencies, international financial institutions, and non-governmental organizations to ensure synergies with the GCF project and to engage in project implementation and/or joint programming where possible.

Develop a standard operating procedures package, inclusive of guidance on potential partner roster methodology; approaches to planning, implementing, monitoring, and reporting of the GCF project; and evaluating mid-term and final performance of all partners involved.

Ensure the preparation of accurate and timely reports (especially using primary data from monitoring) on GCF activities that enable informed decision making and consistency of information.

Ensure strong collaboration with public, private, and/or civil partners leading to improved GCF project outcomes.

KEY ACCOUNTABILITIES CONTINUED


Co-ordinate the capacity building of WFP country office and field staff, partners, and government counterparts for all components under the GCF project.

Support the implementation of the WFP Zimababwe Country Strategic Plan by ensuring cross-cutting efforts such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability, and linkages with other projects, including R4, FFA and Zambuko, SAMS, Savings and Loans are integrated with the GCF project.

Manage and provide supervision to the team members (national/international, long/short-term experts) and liaise with technical counterparts at WFP regional bureau and headquarters for the GCF project.

Perform all duties and functions of a program coordinator for the GCF as relevant to internal WFP processes and procedures (e.g., invoice/transfers clearance, corporate systems such as WINGS/COMET, serving as hiring manager, etc.).

Forecast-based Financing Coordination


Support a capacity needs assessment of national and local actors with regard to forecast based financing. Ensure that the FbF activities are implemented according to the timelines and technical requirements. Facilitate integration of FbF across other DRR and DRM portfolios within WFP as well as at local and national level in collaboration with implementation partners and government agencies as needed. Develop a and oversee implementation of a FbF workplan and documentation of progress, best practice and lessons learned in line with FbF outputs and as required by national level partnerships. Coordinate technical development of the FbF system including establishment of triggers, development and implementation of SOPs and integration of SOPs in early warning mechanisms. Advise and link with potential national and international financing mechanisms, including risk finance layering within the national Disaster Risk Financing framework. Support national and regional workshops for FbF

Strategy Development and Policy Engagement:


Lead strategic dialogue with the government and other development agencies on the development of a Disaster Risk Financing Strategy for the country.


Provide strategic inputs on climate risk management to WFP Zimbabwe's Country Strategic Plan (2022-2026), National Development Strategy, and the United Nations Sustainable Development Cooperation Framework for Zimbabwe.


Advise, develop, support and oversee the integration of climate services, forecast-based finance and risk transfer components with other resilience components, asset creation, savings and credit, linkages to markets, appropriate seeds and agricultural practices.


Identify possible project innovations in integrated climate risk management, implementation modalities and partnerships to be implemented.


Advise on the possible expansion of resilience-building components within the GCF Project that would feed into the integrated resilience programme within the WFP and the country in collaboration with Climate Change Management Department.


Assess specific bottlenecks for the scale up of resilience-building components within the GCF project and recommend potential solutions to address them.


Explore and advance technical partnerships and linkages with key stakeholders to facilitate capacity development of relevant staff and knowledge management.


Build a network and enhance the capacity of key stakeholders on Integrated Resilience Approach, with reference to good practices identified during implementation of the GCF project .


STANDARD MINIMUM QUALIFICATIONS


Education:


An advanced university degree in one or more of the following disciplines: economics, finance, agriculture, geography and environmental sciences, agriculture, insurance, disaster risk management.


Language:


Fluency in both oral and written communication in English language.


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE


At least 5 years of postgraduate experience in Disaster Risk Reduction and Management and development of contingency plans.

Knowledge of global climate change policy frameworks and climate finance mechanisms such as GCF and Adaptation Fund are an asset.

Strong experience working with UN agencies, government entities, or civil society in the fields of climate change, resilience and/or environmental sustainability.

Experience in managing multi-donor projects and policy engagement with governments required.

Climate change adaptation experience in the Southern African region is desired.

Experience in the establishment of partnerships with public and private sector actors; and an understanding of key climate change related-policy issues
