Organizational Setting


The Food and Agriculture Organization of the United Nations is supporting the Government of Zimbabwe through the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement (MLAFWRR), and in collaboration with Barefoot Education for Afrika Trust (BEAT), to craft, validate and test out a fit for purpose land administration and governance system for Zimbabwe with special emphasis on communal and old resettlement areas.


Reporting Lines


The NPP will work under the overall management of the FAO Representative in Zimbabwe (FAOR) and direct supervision of the AFAOR-Programme, and in close collaboration with relevant FAO technical officers, donors, implementing partners and Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement technical support staff, and other project team members.


Technical Focus


The technical areas/profiles covered will be as follows: Designing a Fit for Purpose land administration and governance system; land rights; land tenure system; land management; land disputes management; and policy dialogue facilitation.


Tasks and responsibilities


The National Project Coordinator is responsible for the overall management of the Land at Scale Project to achieve the intended results. In particular, the incumbent will:


Build and manage a strong implementation team including staff, consultants, implementing partners and FAO technical experts and support staff to create an environment of collaboration and informed decision-making in order to pursue partnerships, strategies and goals in a disciplined, results-driven manner.

Develop, manage and refine key implementation tools including annual work plans and budgets, the project log frame, a management information system, the M&E framework and a communication strategy.

Oversee and coordinate the preparation of regular narrative, financial and other reports to the donor, as well as reports and information products to communicate project activities and results to key stakeholders and partners.

Ensure and maintain close dialogue, coordination, collaboration and partnerships between the FAO, donors, government, implementing partners and other key stakeholders through established governance and technical support structures

Monitor potential risks that could constrain project implementation and take timely mitigating action.

Ensure that concrete results are achieved in a timely manner and value for money of all project activities.

Perform other related duties, as required.

Minimum Requirements


Advanced University degree in one of the following fields is required: International Development, Natural Resource Management, Land Administration and Management, Agricultural Economics or closely related fields.

A minimum of 10 years of work experience in one or more of the following fields: land governance and land administration, urban development and planning, development and related disciplines.

Nationality of Zimbabwe.

Previous working experience in designing, managing, and contributing to land policy formulation in Zimbabwe or other countries in the Southern Africa Region is highly preferred.

Demonstrated experience in dealing with senior government officials, development partners and other country stakeholders

Demonstrated capacity to write technical reports, legal and policy drafting in English.

Previous experience in working with United Nations and other international organizations is preferred
