Organizational Setting

 

FAO is implementing the European Union funded project “Transforming Zimbabwe’s Animal Health and Sanitary and Phytosanitary (SPS)/ Food Safety (FS) Systems for the Future” (SAFE) under the Zimbabwe Agricultural Growth Programme (ZAGP). The project focuses on building the capacity for Animal Disease Control and Sanitary and Phytosanitary & Food Safety services in the livestock sector. The overall objective of the project is to transform Zimbabwe’s animal health, sanitary and phytosanitary/food safety systems for improved livestock productivity, food safety and consumer safety to enhance market access. The project is being implemented throughout the eight rural provinces of Zimbabwe from March 2019 to May 2022.

 

Reporting Lines

 

Working under the overall supervision of the FAO Representative in Zimbabwe, and in close collaboration with the head of operations, the lead technical officer and the National Project Coordinator, the Policy Liaison Specialist will provide expert technical support to the project implementation team (PIT). 

 

Technical Focus

 

The technical areas/profiles covered will be as follows:

  • Formulation and review of livestock production & health and associated food safety policy
  • Compile and analyse information for evidence-based policy formulation
  • Policy communication, partnership, advocacy and influence
  • Knowledge sharing and capacity building

 

Tasks and responsibilities

 

  • Provide expert advice on all matters related to Policy and regulatory frameworks to the project team for smooth project implementation.
  • Work closely with Legal experts in the Ministries of Lands, Agriculture, Water and Rural Resettlement and that of Health and Child Care and the Animal Health Specialist, Livestock Specialist and the Food safety Specialists lead and guide the reviews of targeted policies, strategies and regulations.
  • Provide technical guidance on policy implications of the project interventions and help in fine tuning evidence generation and communicating with policy makers.
  • Collaborate and build healthy synergies between the public and private sectors for the establishment of sustainable Public Private Partnerships (PPPs) with specific reference to the relevant policies in the livestock and food safety services sectors. 
  • Lead in the drafting and communication of evidence generated by the project interventions, draft and disseminate policy briefs and lessons learnt.
  • Contribute to the setting up of coordination platforms on animal production and health and food safety for raising awareness, advocacy and compliance to policy, regulations and guidelines.
  • Represent SAFE effectively in the ZAGP policy and communications working groups and other relevant policy and project communication initiatives 
  • Participate in project monitoring and drawing up lessons learnt and course corrections.
  • Perform any other related duties as required

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

Candidates should meet the following:

▪ Advanced degree in agricultural or development economics, economics, rural development, or a related field.

▪ At least ten years of relevant experience in the practical application of policy analysis in agricultural, rural development and food safety issues, with specific reference to the Zimbabwean context.

▪ Working experience in policy, partnership, advocacy and communication to influence change.

▪ Working knowledge of English and local languages is an added advantage.

▪ National of Zimbabwe.

Technical/Functional Skills

 

  • Previous similar work on project/program working with government, NGOs, UN and private sector.
  • Extent and relevance of experience in formulating agricultural and rural development policies.
  • Extent of experience in dealing with senior government officials, development partners and beneficiaries in the context of policy and/or investment operations.
  • Good interpersonal relationships and strong communication skills.
  • Excellent English language proficiency, communication, facilitation and computer skills.
