Description :

The M&E Officer will  be part of the M&E team and reports to the Senior M&E Officer. He/she will work with EpiC staff, local community-based implementing partners and GoB counterparts to ensure that M&E activities are appropriate and meet USAID and EpiC requirements.  The M&E Officer will be based in the FHI360 Botswana office with 25% of time travel to support implementing partners in the districts.

Accountabilities:


  • Work with M&E team in design and implementation of M&E systems and tools for the project.
  • Synthesize reports, analyze data and develop or adapt M&E tools.
  • Work with local community-based implementing partners and KP groups (partners), health service providers and Government of Botswana (GoB) counterparts to provide support and guidance on project M&E activities, ensuring alignment with USAID and GoB reporting requirements. 
  • Work with community-based implementing partners to support the correct implementation and use of M&E tools, and adherence to complete, correct and timely reporting.
  • Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using official tools, assist in the preparation of weekly and monthly reports, and provide supportive supervision at sites.
  • Ensure that the quality of activities adheres to EpiC and PEPFAR standards by supporting the development and implementation of appropriate mechanisms to ensure quality.
  • Provide direct technical assistance and capacity building in the design and implementation of the M&E components of the activities in the communities served.
  • Assist in the development and maintenance of computerized data capture (DHIS2) of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
  • Provides technical assistance to local partners in ensuring optimal use of DHIS2 database system
  • Supports local partners in solving any DHIS2 system issues in the back end and providing necessary trainings for all the system users
  • Compiles all necessary patient line lists for reporting purposes and de-duplication exercise across PEPFAR implementing partners
  • Ensures accurate completion of data into INFOLINK and DATIM reporting databases.
  • Build capacity of local partners in project M&E, especially data collection, management and analysis for use in decision-making and course correction.
  • Document lessons learned and best practices in M&E, according to USAID and PEPFAR guidelines.
  • Remain informed of current issues regarding M&E of programs in the HIV/AIDS field by review of current literature and Ministry of Health and Wellness protocols, guidelines and standards.

Applied Knowledge & Skills:


  • Knowledge of health and development programs in Botswana including familiarity with the national health information management system (HMIS) and national protocols, guidelines and standards for HIV service provision and M&E.
  • Knowledge and experience in national-level M&E system implementation.
  • Previous experience working with USAID or PEPFAR supported program.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication.
  • Well-developed computer skills.
  • Working knowledge of concepts, practices and procedures with program design.
  • Strong oral and written communication skills.
  • Demonstrated proficiency with Microsoft Office suite software.
  • Ability to problem solve and recommend corrective action as needed.
  • Strong organizational and attention detail needed to adhere to project deadlines.

Education


  • Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • ​Project Management (PM) Certification preferred.

Experience:


  • Typically requires a minimum of 2-5 years’ experience with public health program management, US Government rules and regulations.
  • Experience in programs serving KPs. Demonstrated cultural sensitivity and sound understanding of the needs of KPs.
  • Experience in technical capacity building of Botswana non-governmental organizations (NGOs) and community-based organizations (CBOs), especially those working with KPs.
  • Experience with developing international programs and project management experience, particularly HIV/AIDS programs
  • Experience using DHIS 2 & DATIM
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Prior experience using Microsoft Office Suite preferred.

Typical Physical Demands:


  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
