GALZ is one of the first organizations to advocate for HIV awareness campaigns in the country and specifically engages with people who engage in same sex activities and thus contributes to attainment of the broader 90-90-90 strategy to ensure that no one is left behind in the fight against HIV/AIDS.

Position summary

Under the overall guidance of the Executive Director, the Monitoring Evaluation and Learning (MEL) Officer will be responsible for monitoring and ensuring high quality, timely outputs to ensure that all programmes maintain their focus on achieving the strategic objectives of GALZ in a cost effective and timely manner.

Job description

Design and Coordinate the process of developing and implementing M&E plans and frameworks;

quarterly and annual, participatory project outcome assessments. Take part in developing and reviewing project log frames, particularly in the areas of the objectives hierarchy, indicators and building monitoring mechanisms;

Conduct regular M & E capacity needs assessments and build the capacities of implementing teams including head office and field staff to implement M&E systems; Conduct regular field visits to support implementation of M&E present findings to the implementing teams and management;

Develop and review data collection tools to operationalise the M&E system and data management process to provide statistics for outcome assessment;

Generate reports from M&E data and provide guidance to GALZ teams in the process of identifying, documenting and sharing case studies, and lessons learnt; Spearheading surveys, assessments, evaluations and studies required for measuring project effects and impacts.

Guide implementing teams in preparing their progress reports in line with project logframes and partners agreements;

Produce, with inputs from implementing teams, consolidated progress reports in accordance with approved reporting formats and timing;

To review concept notes, activity budgets and proposals for planned activities and make inputs that align planned activities to the project proposals;

Any other duties as assigned by the Executive Director for effective response to the emerging LGBTI community needs and emergencies.

Job skill specifications

Research methods and statistical analysis;

Project evaluation;

Data management including at least one electronic data management system;

Report writing; Capacity building and facilitation.


Qualifications and Experience

University degree in Social/ Health Sciences/ Statistics, degree or equivalent;

Postgrad qualification in M&E, a Masters in M&E will be an added advantage;

At least 3 years’ experience in the area of Health/social development work and implementation of developmental projects and Multisectoral coordination;

2 years’ practical experience in leading M & E processes / functions;

Sound knowledge of Computer skills a requisite: statistical packages for data analysis (SPSS, Epi -Info, SAS, etc) are an added advantage;

Basic counselling non-certificate level;

Be in possession of a clean class 4 drivers’ licence.
