Introduction

Childline Zimbabwe is looking for an experienced and qualified professional to take up the role of MEAL Assistant - Health for the organisation’s OVC program in Bulawayo.

The role is primarily responsible for the Health domain data collection, verification, analysis, storage, & reporting, in accordance with the project & organisation’s M&E framework in addition to tracking implementation in the health domain against set targets

Key Responsibilities

Supervises quality data collection and management activities; Provides guidance in monitoring and reporting of Pathways HIV/AIDS activities (HIV Testing and Counseling, referral and linkage, HIV treatment, adherence, viral load monitoring etc.) undertaken by implementing partners of the program in collaboration with the Health Facilities; Leads simple analyses and reflective discussion on HIV data; Contributes initial findings and field-based insights to project discussions; Fosters respectful relationships with community members and stakeholders; promote honesty and integrity in work of MEAL Agents; Implements activities according to MEAL Detailed Implementation Plan; Work with ICT staff to incorporate the use of ICT4D into data collection, analysis, presentation, reporting and storage; In collaboration with the MEAL Officer and project team, plan and undertake initial baseline surveys, mid- term surveys and end of project evaluation to track project progress and impact Tracking Table, for Health indicators; Periodically review the Performance Indicator Tracking Table and use it regularly with project/partner staff to examine progress towards the projects annual and life targets and realization of the theory of change; Developing data collection tools for the project that will collect information on Health domain; Field test M&E tools with project staff and modify as necessary with close coordination of the Senior Project Officer and MEAL Officer; Train Project and Partner staff on Health indicators (OVC HIV_STAT and custom indicators), CRS MEAL policy, standards, guidance and resources for purposes of collaboration and coordination; Assist in identification, documentation and sharing of lessons, most significant change stories and best practices; Provide financial management assistance for M&E project activities, as necessary or when required; Maintain and support the beneficiary accountability systems for the country program; Training project staff on DHIS 2 and POMIS database; Compiling monthly reports for dissemination with donors and government ministries.

Qualifications

At least a Diploma in Medical or Nursing Degree, Statistics, Operations Research, Monitoring & Evaluation, Development Studies or related programs preferred; Minimum of 2 years’ experience in monitoring, evaluation and reporting of HIV/TB programs with MoHCC or with clinical partners is strongly required. ;Experience in monitoring projects that implement HIV/AIDS program; Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), (SPSS, Databases, GIS, Access); Experience in capacity building of staff implementing OVC projects; Experience in PEPFAR OVC programming requirements is an asset; Understanding and experience using MoHCC data systems (ART registers, EPMS etc) a strong advantage; Demonstrable knowledge of child development, children rights & specifically child abuse; Excellent verbal & written skills, proficient in English, Ndebele & / Shona.
